THESE MEN AND WOMEN HAVE DEDICATED THEIR LIVES COMPLETELY TO SERVICE, AND NEARLY 200 PEOPLE OF ALL AGES DEDICATED TO VOLUNTEERING THEIR TIME, TALENTS, AND RESOURCES TO MEET HUMAN NEEDS WITHOUT DISCRIMINATION.

THROUGH THE SALVATION ARMY OF DENTON COUNTY, WHERE VOLUNTEERS ARE CRITICAL PARTNERS IN HELPING FULFILL THEIR PROMISE TO AMERICA OF DOING THE MOST GOOD, AND IN DENTON, THE SALVATION ARMY PROVIDES IMPORTANT SERVICES TO THE COMMUNITY, INCLUDING RECREATIONAL ACTIVITIES FOR THE ACTIVE ADULTS, A 40 BED EMERGENCY OVERNIGHT SHELTER FOR THOSE IN OUR COMMUNITY, EXPERIENCING HOMELESSNESS, ADDITIONAL SUPPORT FOR MEN, WOMEN AND CHILDREN EXPERIENCING POVERTY AND A FOOD PANTRY FOR THOSE WHO ARE EXPERIENCING HUNGER WITHIN OUR COMMUNITY.

AND THESE SERVICES ARE PROVIDED FREE OF CHARGE FOR THE PEOPLE WHO ARE SERVED.

THE HIGH POINT RANCH IS A MASTER PLAN COMMUNITY.

IT'S LOCATED EAST OF HIGHWAY 3 77, SOUTH OF EAST BLACKJACK ROAD AND NORTH OF SPRING HILL ROAD.

THE PROPERTY WAS ZONED AS A PLANNED DEVELOPMENT IN SEPTEMBER OF 23, AND THIS PORTION OF THE DEVELOPMENT, UH, IS ZONED SINGLE FAMILY RESIDENTIAL LOTS.

THE OVERALL DEVELOPMENT INCLUDES 10 PHASES, 10 RESIDENTIAL PHASES.

UM, A PREVIOUS PRELIMINARY PLAT, UH, FOR THE OVERALL DEVELOPMENT DID EXPIRE IN 2022, UH, RESULTING IN THE APPLICANT NEEDING TO REAPPLY FOR THE PRELIMINARY PLAT.

UM, THE PLAT CONSISTS OF 86 RESIDENTIAL LOTS, MINIMUM LOT SIZE IS 50 FEET BY 120 FEET, AND THERE'S THREE HOA LOTS.

FOR THE OVERALL PLAN WHERE WE DIDN'T HAVE PEAK FLOWS, WE JUST ESTIMATED THE, UH, FLOWS BASED ON, UM, A, A CERTAIN CURVE NUMBER.

WE PICKED 85 FOR JUST A AVERAGE RANGE OF RESIDENTIAL AND SOME LIGHT, UH, COMMERCIAL DEVELOPMENT.

AND WE DEVELOPED THOSE PEAK FLOWS AT WHICH EACH ONE OF THE CROSSINGS TO, UH, SIZE THOSE FACILITIES IN THE DOWNTOWN AREA.

AND THEN WE DECIDE IF YOUR DITCHES ARE BIG ENOUGH TO CARRY THAT FLOW IF IT, UH, SPILLS OVER INTO PROPERTIES, IF IT, IF IT FLOODS THE ROADWAY, THE CULVERT'S UNDERSIZED.

UH, ADVER ADVERTISEMENT FOR BIDS WAS SELECT SOLICITED FOR TWO CONSECUTIVE WEEKS IN THE NEWSPAPER AND WAS PUBLICLY AVAILABLE THROUGH CC FOR 21 CALENDAR DAYS.

SIX BIDS WERE RECEIVED AS OF NOVEMBER 6TH, 2025.

HENEY LEADERSHIP GROUP INCORPORATED OF DALLAS, TEXAS SUBMITTED THE APPARENT LOW BID IN THE AMOUNT OF $4,809,723 AND 76 CENTS.

HOWEVER, THE BIDDER WAS CONSIDERED NON-RESPONSIVE AS THEY DID NOT PROVIDE APPROPRIATE EXPERIENCE REQUIREMENTS SUCH AS SUBMITTAL OF A LIST OF SIMILAR PROJECTS COMPLETED WITHIN THE LAST FIVE YEARS FOR CONSTRUCTING GROUND STORAGE RESERVOIRS OF SIMILAR SIZE OR LARGER WITH THEIR BIDDING DOCUMENTS.

SUBMITTAL OF THIS LIST OF WORK ON SIMILAR PROJECTS IS CONSIDERED MATERIAL IN THE CITY PURCHASING PROCESS.

CITY STAFF DIRECTED THE ENGINEER RECORD TO MOVE FORWARD WITH THE SECOND LOW BIDDER ON NOVEMBER 6TH, 2025.

MAYM MUNICIPAL BUILDERS, LLC OF ALLEN, TEXAS SUBMITTED THE SECOND APPARENT LOW BID IN THE AMOUNT OF $4,905,645 AND 0 CENTS.

WE CHECKED THE REFERENCES THAT MAYO MUNICIPAL BUILDER PROVIDED AND FOUND NO IRREGULARITIES WITH THE CONTRACT OR WITH THE CONTRACTOR FROM THE REFERENCES.

THE CITY PURCHASING POLICY DOES NOT ALLOW FOR THE SUBMITTAL OF MATERIAL INFORMATION AFTER BIDS HAVE BEEN OPENED.

HOWEVER, I WANNA MAKE IT KNOWN THAT WE DID JUST KICK OFF A THREE AND A HALF MILLION DOLLARS, 2 MILLION GALLON.

THIS IS A 400,000 GALLON, 2 MILLION GALLON GROUND STORAGE TANK RESERVOIR PROJECT WITH THE SAME DESIGN ENGINEER AS THIS PROJECT IN ROANOKE, TEXAS.

AND THAT OUR REFERENCES WERE CHECKED BY BURKO, HENDRICK AND CARTER NO LONGER THAN 90 DAYS AGO FOR THAT PROJECT.

SO THEY WERE FAMILIAR WITH OUR REFERENCES AND COULD HAVE PROVIDED THE CITY WITH THAT INFORMATION AS WELL.

HOWEVER, NOW I FEEL AS IF WE'RE STUCK IN A FINGER POINTING CONTEST ABOUT OUR ABILITY TO BE ABLE TO BE QUALIFIED TO BUILD THIS PROJECT.

EVEN THOUGH, AS MATT SAID, WE'RE USING THE SAME TANK CONTRACTOR, WHICH IS TANK BUILDERS THAT THE OTHER CONTRACTORS HAVE SUBMITTED AS WELL.

THERE'S A NUMBER OF REASONS WHY THE CITY SAID THAT OUR BID WAS UNRESPONSIVE AND WHY WE SHOULD NOT BE AWARDED THE PROJECT.

ONE OF THE REASONS THE CITY CAME UP WITH WAS FAIRNESS.

AND TO TOUCH ON WHAT MATT SAID, THERE IS NO RESPONSIBILITY OF FAIRNESS FOR THE CITY UNDER THIS CIRCUMSTANCE BECAUSE THE SPECIFICATION DOCUMENTS THAT WERE RELATED TO THIS BID ALLOWED THE CITY 10 BUSINESS DAYS TO REQUEST SUPPLEMENTAL INFORMATION FROM THE BIDDING CONTRACTORS.

AND THE CITY WHEN WE DISCUSSED WITH THEM, SAID THEY JUST SIMPLY DIDN'T HAVE TIME TO DO THAT BECAUSE THIS PROJECT WAS TRYING TO BE FAST TRACKED.

AND, AND TO BE ABLE TO KIND OF MEET WITH THEM.

WE HAD, UH, UH, RESTAURANT OWNERS.

WE HAD, UH, UH, DEVELOPERS, UH, IN, IN THE CITY.

WE HAD, UH, LARGE PROPERTY OWNERS.

WE HAD EQUESTRIAN OWNERS, UH, ON THAT STEERING COMMITTEE.

AND THEY GAVE US A LOT OF GOOD FEEDBACK IN HELPING US MANAGE THE, THE VISION AND, UH, A LOT OF THE GOALS AND OBJECTIVES OF THIS PLAN AND HOW WE WOULD BE ABLE TO MOVE FORWARD.

UH, WE DID A LOT OF COMMUNITY ENGAGEMENT AND A, UH, UH, SURVEY AND WE'LL TALK A LITTLE BIT ABOUT HOW THE RESULTS OF THAT SURVEY IN JUST A LITTLE BIT.

BUT THE BIGGEST PART OF IT IS THAT WE DID, UH, SOME OUTREACH WITH THE, AT THE, UH, AUBREY, UH, PEANUT FESTIVAL IN, UH, UH, OCTOBER OF LAST YEAR.

AND, UH, WE SET UP A BOOTH RIGHT NEXT TO THE CITY OF AUBREY'S BOOTH.

UH, AND, UH, SHONDA WAS ABLE TO GIVE US A LOT OF LITTLE SQUISHIES THAT THE, THAT THE CITY HAD.

WE HAD A LOT OF GREAT INPUT AT THAT, UH, AT THAT, UH, UH, PEANUT FESTIVAL HAD A GREAT DAY.

IT WAS BEAUTIFUL WEATHER THAT DAY, AND IT HAD A LOT OF PEOPLE THAT WERE ABLE TO COME UP AND TALK TO US NOT ONLY ABOUT WHAT THE CITY IS OVERALL AND WHAT THE CITY MEANT TO US, IT MEANT TO THEM.

AND, UH, AND SO WE WANTED TO MAKE SURE THAT THOSE IDEAS, THOSE THOUGHTS THAT WE, UH, WERE ABLE TO, UH, HAVE, ARE REFLECTIVE IN THIS PLAN.

THIS IS NOT A, UH, A CUT AND PASTE TYPE OF PLAN.

THIS IS SOMETHING THAT REALLY, THE WORDS INTO THIS PLAN COME FROM THE CITY OF AUBREY, AND WE WANTED TO MAKE SURE THAT THIS PLAN REFLECTS THAT AND IS A USEFUL TOOL FOR YOU AS YOU'RE MOVING FORWARD WITH ALL THE DECISIONS THAT YOU, AS THE COUNCIL AND YOUR PLANNING AND ZONING COMMISSION HAVE TO DEAL WITH IN THE FUTURE.

UM, ANOTHER ONE OF OUR BOARDS THAT WE HAD WAS ALTERNATIVE DEVELOPMENT SCENARIOS.

WE ALSO BROUGHT THIS TO OUR STEERING COMMITTEE AND IT WAS KIND OF AN EXERCISE OF TWO DIFFERENT APPROACHES THAT THE CITY COULD LOOK AT, UM, FOR GROWTH MOVING FORWARD FOR FUTURE LAND USE.

FIRST ONE BEING THAT SUBURBAN DEVELOPMENT PATTERN THAT WE SEE THROUGHOUT NORTH TEXAS.

UM, VERY TRADITIONAL.

SO WHILE WE'RE GETTING GROWTH, LOOKING AT WAYS WE CAN, UM, PRESERVE THAT.

UM, SO WHAT WE ENDED UP WITH WAS THIS, UM, FUTURE LAND USE APPROACH OR FUTURE LAND USE MAP DRAFT.

UM, IT WAS KIND OF A BLEND OF BOTH APPROACHES, UM, KEEPING IN MIND THAT WE REALLY STILL WANTED TO KEEP A LOT OF, UM, LARGER LOT SINGLE FAMILY, BUT CREATING A, WHAT WE'RE CALLING RURAL LIFE DISTRICT WHERE YOU HAVE YOUR RURAL ESTATES, BUT ALSO INCORPORATING THOSE BARNS, UM, AND DIFFERENT EQUESTRIAN PRACTICES AND MORE FLEXIBILITY FOR THEM TO GROW THEIR BUSINESSES OVER TIME.

UM, AND WE KEPT SOME OF THE MIXED USE IN AREAS, BUT UM, WE KIND OF, WE WORKED WITH STAFF TO REFINE THIS TO MAKE IT WORK FOR WHAT THEIR VISION FOR AUBREY IS MOVING FORWARD.

UM, WE HAD ABOUT 510 RESPONSES.

THAT'S ABOUT LIKE 8% OF THE POPULATION.

SO NOT A BAD, UM, INPUT, BUT ONE OF THE KEY FACTORS WITH THIS WAS WHAT WE HEARD AT THE, UM, PEANUT FESTIVAL REALLY ALIGNED WITH WHAT WE ALSO HEARD IN THE COMMUNITY SURVEY.

SO THOSE KEY PRIORITIES, UM, REALLY STOOD OUT AND WE KEPT THOSE IN MIND MOVING THROUGH THE PROCESS.

IT WAS ALSO A GREAT WAY FOR US TO SEE WHAT THE CITY'S DOING WELL AND LIKE I SAID, THOSE KEY FOCUS AREAS THAT WE WANTED TO KEEP IN MIND, UM, AND NEEDED MORE IMPROVEMENTS IN THIS PLAN MOVING FORWARD.

CITY'S DOING A GREAT JOB ON COMMUNICATION, REALLY FELT PEOPLE VALUE THAT.

IT'S, UM, A FAMILY ORIENTED COMMUNITY.

SO WE WANNA PRESERVE THOSE THINGS AS WE CONTINUE TO GROW.

AND THE AREAS OF FOCUS FOR MORE IMPROVEMENT.

YOU KNOW, EVERYONE WANTS MORE PARKING, RECREATION SPACE, WAYS THAT WE CAN CONTINUE TO DEVELOP, DEVELOP THAT, CONTINUE STREET IMPROVEMENTS AND THEN AFFORDABLE HOUSING FOR YOUNG FAMILIES.

UM, DIFFERENT, UM, STAGES OF LIFE AS WELL.

AND THEN, YOU KNOW, EVERYONE WANTS MORE SIT DOWN RESTAURANTS, GROCERY STORES AND THINGS LIKE THAT.

SO WE HAVE A VISION STATEMENT FOR THIS PLAN.

I THINK OF IT AS LIKE A CITY MOTTO.

IT'S, YOU KNOW, KEEPING THE TRADITION BUT ALSO WELCOMING, UM, THE FUTURE AND EMBRACING ENTHUSIASM ENTREPRENEURSHIP THAT, UM, AUBREY, WE'VE REALLY SEEN THAT THE CITIZENS HAVE.

AND THEN UNDERNEATH THAT YOU HAVE THE, UM, GUIDING PRINCIPLES WHICH WE SEE AS VALUES THAT THE COMMUNITY CAN KEEP IN MIND, UM, IN OTHER DOCUMENTS OR DIFFERENT PRACTICES, UM, FOR THE DEPARTMENTS AS THE CITY, UM, MOVES FORWARD.

THE PEANUT FESTIVAL IN AND OF ITSELF, AND THE, UH, LOGO THAT OF THE PEANUT DRYER.

WE WANTED TO MAKE SURE THAT THE, THAT THE DOWNTOWN CAN CONTINUE TO BE A CATALYST SITE.

YOU'RE ALREADY WORKING, UH, WITH THE STATE AND MAKING SURE THAT THE TRANSPORTATION SYSTEM IS GOING TO BE A MUCH MORE SAFER ENVIRONMENT.

HOW DO WE MAKE THAT MUCH MORE SAFER ENVIRONMENT? HOW DO WE, UH, ENCOURAGE NEW DEVELOPMENT IN THERE THAT MAKES IT A DESTINATION AS PART OF THE COMMUNITY AND CONTINUES THAT TRADITION IN HISTORY? SO WE HAVE A, HAVE A LOT OF LITTLE STEPS AND IDEAS AND THOUGHTS IN THE, IN THAT, AND THOSE ARE PLACED INTO THE PLAN AS WELL.

SO CONNECTING WITH THAT IS, UH, IS TRANSPORTATION YOUR NEXT BIGGEST PART OF THAT? HOW DO YOU, UH, MANAGE ARTERIALS COLLECTORS AND LOCAL STREETS SO THAT, UH, YOU HAVE THAT CONNECTIVITY THROUGHOUT YOUR COMMUNITY? WE HAVE PROVIDED INTO THAT, UH, UH, COMPREHENSIVE PLAN, A FULL, UH, MASTER THOROUGHFARE PLAN THAT HAS OPTIONS OF, UH, UH, DIFFERENT TYPES OF THOROUGHFARES.

WE WORK CLOSELY WITH DENTON AND, AND, UH, COLLIN COUNTY'S, UH, MASTER THOROUGHFARE PLANS TO INCORPORATE WHAT THEIR VISIONS ARE AND, AND HOW THEY WOULD AFFECT, UH, UH, NEW GROWTH INTO THE COMMUNITY AND MAKING SURE THAT WE'RE LOOKING AT THE SAME KIND OF DENSITIES THAT WOULD WORK AND MAKE SURE THAT THERE'S APPROPRIATE, UH, STREET TYPES THAT WOULD BE ABLE TO HANDLE THAT KIND OF TRAFFIC FOR THAT FUTURE DENSITY.

AND OBVIOUSLY THE BIGGEST THING IN THAT IS THE, UH, THE OUTER LOOP AND HOW THAT IS GOING TO, UH, BE CONNECTED AS, UH, THE NEW ALIGNMENT OF 4 28 AND WHAT 4 28 IS GOING TO BE.

OBVIOUSLY, THERE IS STILL, UM, SOME DECISION MAKING THAT NEEDS TO BE MADE FROM A PART OF THE STATE AND HOW IT WORKS WITH THE COMMUNITY AND WHAT THE COST IS GOING TO BE AS IT CROSSES, UH, AND PASSES OVER, UH, THE, UH, THE RAIL LINE.

AND SO, UH, AND ADDITIONAL HOW IT'S GOING TO CROSS THE TRINITY RIVER AS WELL.

SO THAT'S GONNA BE A SIGNIFICANT AMOUNT OF LOSS, UH, OF COST ALSO, AND WHERE IT'S GOING TO GO EVENTUALLY INTO, UM, I 35 AND INTO THE, INTO THE FUTURE.

SO THE FLYER HAS INFORMATION ON THE CLASS SCHEDULE TOPICS AND A QR CODE TO THE MDD WEBSITE THAT BUSINESSES CAN USE OR RESIDENTS IN THE AUBREY CITY LIMIT OR ETJ OR EVEN SOMEONE WHO'S MAYBE LOOKING TO OPEN THEIR BUSINESS HERE IN AUBREY.

AND THE GOAL OF THIS PROGRAM IS TO GIVE AUBREY A DYNAMIC ECONOMY, NOT ONLY PROVIDING OPPORTUNITIES FOR RESIDENTS TO SUCCEED, BUT ALSO ENHANCING OUR OVERALL QUALITY OF LIFE.

SO IT STANDS ON THE PRINCIPLE OUTLINED IN THE COMP PLAN, UM, AND STATES THAT WE SUPPORT A THRIVING LOCAL ECONOMY BY ENCOURAGING AND NURTURING SMALL BUSINESSES, CREATING JOB OPPORTUNITIES AND FOSTERING OVERALL PROSPERITY IN OUR COMMUNITY.

UM, THE NEXT STEP USUALLY IS FINDING SPACES FOR THEM, WHETHER IT BE, UM, CO-WORKING SPACES OR SPACE FOR INCUBATORS, WHICH AGAIN, IS PART OF OUR GOALS IN ECONOMIC DEVELOPMENT.

SO THOSE ARE VERY IMPORTANT, UM, STRATEGIES THAT WE WILL BE WORKING TOWARDS.

AND I THINK WE'RE ALREADY WORKING WITH THE CITY IN MANY OF THOSE WAYS TO FIND SOME OF THOSE PLACES AND SPACES FOR OUR ENTREPRENEURS.
