BUT I WANTED TO TELL YOU THE STORY ABOUT A GENTLEMAN WHO CAME UP TO ME WAS VERY UPSET THAT AUBREY HASN'T ACHIEVED SOME OF THESE THINGS.
AND I SAID, WELL, THAT'S WHY WE'RE HERE.
WE'RE HERE TO LISTEN TO YOU AND SEE WHAT YOU WANT TO DO.
AND BOY, HOWDY, HIS WHOLE MANNER CHANGED BECAUSE HE WANTED TO TELL US HOW IMPORTANT IT WAS THAT HIS KIDS WOULD PLAY ON A FUTURE, UM, BASEBALL FIELD.
THAT WAS SOMETHING THAT, YOU KNOW, STUFF.
AND SO WE GOT THAT KIND OF FEEDBACK AND BEING ABLE TO DO THAT.
AND WE'LL TALK ABOUT A LOT OF THE MORE COMMUNITY ENGAGEMENT WE HAD.
UH, WE HAVE, SINCE WE'VE HAD ALL OF THAT FEEDBACK, WE TOOK ALL THAT INFORMATION THAT WE HAVE FROM OUR STEERING COMMITTEE, FROM OUR, UH, UH, YOUR STAFF AND ALL OF THE PEOPLE THAT WE TALKED TO AND THEN STARTED DRAFTING THIS DOCUMENT.
AND SO NOW AS WE ARE MOVING FORWARD, WE HAD A LOT OF FEEDBACK, UH, FROM YOUR STAFF ON THE DRAFT DOCUMENT, AND WE'VE MADE MODIFICATIONS TO THE MAPS, TO THE, UH, TO THE TEXT OF IT.
WE'VE GOT ONE MORE THIS EVENING THAT WE GOT SOME FEEDBACK ON TO MAKE SURE THAT WE REALLY CALIBRATE THIS PLAN.

IT'S NOT SOMETHING THAT SAYS, OKAY, WELL WE'RE GONNA NEED TO MAKE THAT ROAD, UH, 60 FEET WIDE AND IT'S GONNA HAVE A SIX INCH, UH, LAYER OF PAVEMENT ON IT.
WHAT IT IS, IS HOW DO WE GET THAT ASPIRATIONAL PARTS AND WHAT IS IT PRACTICALLY THAT WE'RE ABLE TO BE ABLE TO, UH, INSTALL AND LOOK AT OUR BUDGET ON A YEAR BY YEAR BASIS? AND HOW DO WE START ACHIEVING THOSE GOALS THAT WE PUT INTO THAT PLAN? IT FITS WITH YOUR STRATEGIC PLAN AS PART OF THE MDD AND LOOKING AT, UH, ECONOMICALLY DEVELOPMENT, WE'VE, UH, FINISHED, UH, WITH OUR PARTNER CATALYST COMMERCIAL WHO'S HELPED US WITH THIS, UH, PROCESS.
WE COMPLETED THE STRATEGIC PLAN WITH THE MDD AND, UH, IT ALSO, UH, INCORPORATES YOUR PARKS MASTER PLAN, WHICH WAS JUST, UM, UH, INCORPORATED OR, UH, JUST, UH, COMPLETED A COUPLE YEARS AGO, YOUR MASTER THOROUGHFARE PLAN, AND THEN ALSO YOUR EXISTING FUTURE PLANS.

OF THE BEST THINGS THAT WE HAD WAS THE DOWNTOWN MASTER PLAN THAT WAS ALREADY COMPLETED, AND WE WANTED TO INCORPORATE A LOT OF THOSE IDEAS INTO THIS PLAN AS WELL.SO, AIDEN'S GONNA TALK A LITTLE BIT ABOUT, UH, SOME OF THE MORE SPECIFIC THINGS WE DID IN PUBLIC ENGAGEMENT.
SO, AS STEVEN SAID, WE WERE AT, UM, LAST YEAR'S PEANUT FESTIVAL.
WE REALLY TRIED, WHEN WE STARTED WITH THIS PLAN, OUR MAIN FOCUS WAS THE, THERE WAS OWNERSHIP FROM THE COMMUNITY THAT WE GOT BUY-IN FROM, NOT ONLY STAFF, BUT ALSO THE PEOPLE WHO LIVE HERE.
UM, AND WE FOUND THAT DOING IN-PERSON ENGAGEMENT IS ONE OF THE BEST WAYS TO DO THAT.
BUT WE ALSO HAD SOME ONLINE ENGAGEMENT WITH THE COMMUNITY, UM, SURVEY AND THE PROJECT WEBSITE THAT EVERYTHING THAT WE DID WITH THE STRATEGIC PLAN OR THE STEERING COMMITTEE AND EVERYTHING THE CITY SAW WAS POSTED TO THAT WEBSITE.
SO, UM, WE TRIED TO DO ALL DIFFERENT AVENUES OF OUTREACH, BUT WITH THE PUBLIC ENGAGEMENT AT THE PEANUT FESTIVAL, WE HAD INTERACTIVE BOOTH.
IT WAS A COME AND GO PROCESS, BUT WE HAD BOARDS WHERE THEY LOOKED AT DEVELOPMENT SCENARIOS THAT PER CONVERSATION, WE'LL KIND OF GO INTO MORE OF WHAT THOSE BOARDS LOOK LIKE IN THE NEXT SLIDE.
BUT REALLY, WE HAD BOARDS THAT LOOKED AT HOUSING OPTIONS, WHAT PUBLIC SPACE AMENITIES PEOPLE MAY WANT THAT WANTED MORE PARTS AND PLAYGROUNDS OR SPORTS FIELDS, UM, AND WHAT DIFFERENT TYPES OF BUSINESS AND RETAIL.
WE HAD SMILEY FACE STICKERS THAT THE KIDS COULD LIKE PUT ON AND THEN GRUMPY FACES IF PEOPLE DIDN'T LIKE SOMETHING.
SO IT'S A WAY TO NOT ONLY VISION WHAT WE WANT, BUT DECISION MAKING AT THE SAME TIME.
AND IT SPARKED THOSE CONVERSATIONS THAT STEVEN WAS TALKING ABOUT.
UM, SO, UH, WE KEPT ALL OF THESE THINGS IN MIND AS WE STARTED CRAFTING THE DOCUMENT.
SO IT WAS GOOD THAT WE DID THIS EARLY ON IN THE PROCESS AS WE STARTED CREATING THE VISION AND THE GENERAL OUTLINE FOR IT.
SO ONE OF THE BIG THINGS THAT WE PRESENTED TO THE STEERING COMMITTEE, BUT ALSO HAD THIS LITTLE CUTOUT THAT WAS THE BOARD THAT WE PRESENTED, WERE TWO CONCEPTUAL DEVELOPMENT SCENARIOS.
ONE OPTION BEING, UM, MORE OF A SUBURBAN DEVELOPMENT, WHICH WE SEE THROUGHOUT MOST OF NORTH TEXAS WHERE YOU HAVE MORE OF YOUR COMMERCIAL DEVELOPMENT ALONG YOUR MAJOR THIRD AFFAIRS, UM, LIKE 3 77, UM, YOUR MAJOR CORRIDOR AREAS, AND THEN MORE OF YOUR HOUSING ON THE OUTSKIRTS.
AND THEN NUMBER TWO, LOOKING AT WHAT WE CALL THE NODAL MIXED USE, WHERE WE HAVE MORE KEY AREAS, THOSE LITTLE DOTS WHERE WE HAVE MORE DEVELOPMENT, MORE DENSE.
IT'S KIND OF A SCARY WORD, BUT, UM, WE LOOK AT, THINK OF DOWNTOWN WHERE IT'S A LITTLE BIT MORE WALKABLE.
YOU HAVE A MIXTURE OF RESIDENTIAL AND COMMERCIAL.
SO WE HAD BOTH OF THOSE OPTIONS AND WE DESCRIBED THE BENEFITS, PROS AND CONS TO BOTH.
THAT SPARKED A GOOD CONVERSATION.
WHAT CAME OUT OF THAT WAS THAT A LOT OF THE CITIZENS ARE PRIORITIZING OPEN SPACE.
THEY ALSO WANTED, THEY, WE ACKNOWLEDGE THAT AUBREY IS AN EQUESTRIAN, YOUR HORSE COUNTY, USA.
SO WE WANNA MAINTAIN THAT OPEN SPACE AND THOSE, UM, WE CALL IT AGRITOURISM, YOUR BED AND BREAKFASTS, FARMS, EQUESTRIAN FACILITIES.
UM, MAKE SURE THAT WHILE YOU'RE GETTING ALL OF THESE PRESSURE FROM SINGLE FAMILY DEVELOPMENT, THAT WE'RE ALSO LOOKING AT WAYS THAT WE CAN PRESERVE THAT OPEN SPACE, UM, AND CONTINUE TO GROW THAT SECTOR THAT, UM, PILOT POINT IN THIS REGION IS KNOWN FOR.
UM, SO WE ENDED UP WITH KIND OF A BLEND OF BOTH OF THOSE, ACKNOWLEDGING THAT THE NODAL DEVELOPMENT ALLOWS FOR US TO HAVE HIGHER DENSITY AND CERTAIN CONCENTRATIONS, BUT WITH THAT WE PRESERVE MORE LAND FOR OPEN SPACE.
PEOPLE LIKED THAT IDEA, BUT THEN ALSO LIKED THE IDEA OF HAVING WIDER ROADS THAT WE SEE WITH, YOU KNOW, SUBURBAN SPRAWL AND THAT CAN HELP WITH THE TRAFFIC.
SO WHAT WE ENDED UP LANDING ON WAS THIS FUTURE LAND USE MAP.
UM, WE TOOK WHAT WE HEARD AT THE PEANUT FESTIVAL, WHAT WE HEARD FROM THE STEERING COMMITTEE, AND THEN KIND OF WORKED WITH STAFF TO MAKE A COUPLE MORE EDITS.
AND THIS IS WHAT WE LANDED ON, AS STEVEN SAID, WE'RE GONNA BE UPDATING IT FOR, TO ADDRESS THE MUNICIPAL CHANGES FOR SOME OF THE AREAS.
BUT THE END OF THE DAY, THIS IS NOT ZONING, IT'S A RECOMMENDATION, IT'S A GUIDANCE FOR DEVELOPMENT.
SO, UM, THIS IS, WE'VE LOOKED AT AERIALS AND LOOKED AT WHAT'S COMING IN TO IDENTIFY EXISTING LAND USE, BUT ALSO WHAT WE SEE IT DEVELOPING IN IN THE NEXT 20, 30 YEARS.
AND TRY TO PRESERVE YOUR DOWNTOWN AREA AND INCLUDE MIXED USE.
WE'LL GO A LITTLE BIT MORE INTO LIKE WHAT THESE CATEGORIES ARE LATER, BUT, UM, AND WE ENDED UP WITH A BLENDED APPROACH WITH STILL KEEPING LARGELY SINGLE FAMILY AND ACKNOWLEDGING THAT JUST WITH THE WAY DEVELOPMENT IS, IT'LL STILL PROMI PRIMARILY BE ON THAT NEW OUTER LOOP AND ON 3 77.
BUT, UM, KEEPING THE DOWNTOWN AREA AS A MIXED USE AS IT'S INTENDED AND LOOKING AT POCKETS THAT MAY MAKE SENSE TO BECOME MIXED USE OVER TIME.
BUT THAT'S, WE'RE LANDED ON THAT COMMUNITY SURVEY RESPONSE.
WE HAD A LITTLE OVER 500, WHICH WAS ABOUT 8% OF THE POPULATION.
THAT'S NOT AS GREAT OF A RESPONSE, BUT IT'S STILL A HEALTHY RESPONSE RATE.
WE HAD THE SURVEY OPEN FOR ABOUT A MONTH, BUT WHAT WAS REALLY EXCITING ABOUT WHAT WE HEARD FROM THE SURVEY WAS REALLY SIMILAR TO WHAT WE ALSO HEARD AT

THE IN-PERSON ENGAGEMENT.SO IT WAS A GOOD WAY TO, YOU KNOW, IF PEOPLE CAN'T GO OUT TO THAT EVENT, THEY WERE ABLE TO DO IT ONLINE.
AND IT, THERE WERE TRENDS THROUGHOUT THAT WE WERE HEARING THE SAME CONSISTENT RESPONSES.
UM, BIG THING, THE COMMUNITY SURVEYS A GREAT WAY TO SEE WHAT THE CITY IS DOING WELL, WHAT THE RESIDENTS LIKE ABOUT THE TOWN, BUT IT'S ALSO HELPS US REALLY ZONE IN ON THOSE AREAS THAT WE MAY WANNA PAY MORE ATTENTION TO THROUGHOUT THE DOCUMENT.
SO WE GOT HIGH SIZE, HIGH SATISFACTION ON PUBLIC SAFETY, AND THEY LOVE HOW TRANSPARENT AND THE COMMUNICATION THAT THE CITY HAS WITH SOCIAL MEDIA.
THEY FEEL THAT THE GOVERNMENT IS VERY TRANSPARENT.
UM, ALSO HIGH QUALITY OF LIFE AND VERY FAMILY ORIENTED COMMUNITY, AND THOSE ARE THINGS THAT WE REALLY WANNA CONTINUE TO BUILD ON AS THE CITY GROWS.
BUT WE ALSO GOT TO IDENTIFY AREAS WHERE WE MAY WANNA INVEST MORE ON AN INFRASTRUCTURE STANDPOINT OR TAX DOLLARS WITH BRINGING MORE PARKING, RECREATION FACILITIES, ALWAYS, YOU KNOW, STREET MAINTENANCE THINGS GET WORN DOWN AS, UM, MORE DEVELOPMENTS COMING IN AND WAYS THAT WE CAN BEAUTIFY OUR CORRIDORS WITH STREET SCAPE, STREET TREES.
AND THEN WE ALSO HEARD WITH OUR HOUSING ACTIVITY, UM, AND WE ALSO SAW THROUGH OUR POLLS THAT THERE'S A DESIRE FOR MORE DIVERSE HOUSING, WHETHER THAT BE THROUGH SMALLER LOTS OR JUST MORE AFFORDABILITY FOR YOUNG FAMILIES AND YOUNG PROFESSIONALS.
UM, AND ALSO THE ELDERLY AND MORE LIKE AGE MORE SENIOR HOUSING AND THINGS LIKE THAT FOR PEOPLE TO AGE IN THE COMMUNITY.
AND OF COURSE, WE JUST WANT MORE THINGS TO DO MORE SIT DOWN RESTAURANTS, MORE COMMERCIAL DEVELOPMENT, MORE GROCERY STORES.
UM, ALL THE, UM, SO VISIONING STATEMENT, THIS IS WHAT WE DID A VISIONING EXERCISE WITH OUR STEERING COMMITTEE, LIKE ADJECTIVES AND THINGS THAT WHEN YOU THINK OF AUBREY, WHAT DO YOU THINK OF? A LOT OF IT WAS HERITAGE WORST COUNTRY, BUT WE'RE ALSO INNOVATIVE.
WE WANNA INVITE NEW COMMERCIAL DEVELOPMENT, AND HOW CAN WE LIKE FIND ALL OF THOSE THINGS, MEET IN THE MIDDLE.
SO WE LANDED ON AUBREY'S A PLACE WHERE TRADITION MEETS OPPORTUNITY WHERE THE WARMTH A SMALL TOWN LIFE IS CHERISH AND WHERE FUTURE IS EMBRACED WITH, UM, ENTHUSIASM.
SO THE VISION STATEMENT IS REALLY THE GOAL FOR, OR A GUIDING MINDSET.
I KIND OF THINK OF IT AS A MOTTO FOR THE CITY THAT'S USED FOR THE DOCUMENT, BUT ALSO SHOULD BE TRANSLATED INTO ANY OTHER CITY DOCUMENTS OR STUDIES MOVING FORWARD.
AND THEN THOSE SUBCATEGORIES WE CALL GUIDING PRINCIPLES ARE MORE KEY AREAS THAT AS THE CITY GROWS AND WE'RE DOING NEW STUDIES OR NEW IMPROVEMENTS, WE KIND OF WANNA KEEP THESE AREAS IN MIND.
YOU KNOW, LIKE I SAID, THAT ENTREPRENEURIAL SPIRIT, OPEN SPACE, BUT STILL WANTING TO PRESERVE THE SMALL TOWN CHARM THAT WE LOVE ABOUT OUR DOWNTOWN AND THOSE PLACES THAT BRING COMMUNITY TOGETHER EVEN AS WE GET BIGGER.
UM, SO AFTER THIS SLIDE, WE KIND OF GET INTO A LOT OF HEAVY TEXT, UM, WHAT THE STRATEGIES AND OBJECTIVES AND GOALS ARE.

SO FINDING A BALANCE BETWEEN HAVING DIFFERENT LOT SIZES, BUT KEEPING, WE'LL KIND OF GET INTO IT LATER WITH FUTURE LAND USE, BUT WE ENDED UP BLENDING LOW DENSITY AND THE AGRITOURISM, AS WE CALLED IT, RURAL LIFE AND GAVE AWAY FOR, UM, FARMS TO EVOLVE THEIR BUSINESS MODELS IF THEY WANT TO.
BUT STILL ACKNOWLEDGING THAT A LOT OF THE LOTS HERE WE WANNA KEEP AS A STATE STYLE RESIDENTIAL.

AND SO BY LOOKING AT YOUR FUTURE LAND USE PLAN, HOW DO YOU MAKE THOSE DECISIONS IN LOOKING OUT INTO THE FUTURE? AGAIN, THE FUTURE LAND USE PLAN IS NOT A ZONING ORDINANCE.
AND SO THEN IN FACT, THE STATE REQUIRES US TO PUT ON THAT PLAN.

SO WHETHER THAT BE THROUGH AGREEMENTS WITH DEVELOPERS OR THAT THOSE PARTS MAY TRANSITION TO CITY OWNERSHIP OVER TIME, LOOKING AT WAYS THAT WE CAN PROVIDE, UM, ACCESSIBILITY TO EVERYONE IN THE COMMUNITY, UM, WHERE REALLY OUR FOCUS IS THERE.
