SO IT'S A NET SAVINGS TO THE CITY OF ABOUT $23,000, UM, FOR THE COMING FISCAL YEAR.
I KNOW WE'RE GROWING AS A CITY, SO THAT NUMBER IS VERY DYNAMIC.

IN 13 YEARS, WE'VE SUCCESSFULLY LOWERED THAT TAX RATE, 14.60 CENTS, WHICH DOESN'T INCLUDE WHATEVER WE DECIDE TONIGHT.
LAST YEAR, WE IMPLEMENTED SENIOR TAX FREEZES, WHICH HAD A PRETTY BIG REDUCTION IMPACT ON THE BUDGET, UH, WHEN OUR NO NEW REVENUE RATE WAS 0.355, UH, THE COUNCIL VOTED TO KEEP IT AT 0.464, A 10.90 CENT TAX INCREASE.
WHILE THIS WAS TO RECOUP SOME OF THAT LOSS, IT WAS THE ONLY BUDGET SINCE I'VE BEEN MAYOR THAT WE ADOPTED A RATE THAT WAS ABOVE THE NO NEW REVENUE RATE.
I'M THOROUGHLY INVOLVED IN THE BUDGETING PROCESS.

I PARTICIPATED IN MEETINGS WITH THE APPRAISAL DISTRICT AND FINANCIAL ADVISOR.
WE DISCUSSED THE IMPACT THAT ALL RATE OPTIONS HAVE ON THE BUDGET.

AND I ARGUE THAT EVERY YEAR THAT THE BUDGET ACCOMMODATES IT WHILE AUSTIN MATH PORTRAYS A REDUCTION IN THE RATE AS AN INCREASE IN THE RATE BECAUSE HOME VALUES INCREASING RESULTS IN INCREASED REVENUE, THIS WOULD MEAN THE NO NEW REVENUE RATE THAT DOESN'T INCREASE REVENUE IS STILL CONSIDERED A TAX INCREASE.
NOW, THE PROPOSED TAX RATE BEING ABOVE THE NO NEW REVENUE RATE IS BY DEFINITION A TAX INCREASE.
MY PROPOSED RATE OF 0.450 IS BELOW THE NO NEW REVENUE RATE.
UH, WE'RE TALKING ABOUT A DIFFERENCE OF ABOUT $40,000, UH, WHICH HAS NO DETRIMENTAL IMPACT ON OUR BUDGETED SURPLUS.
THE ARGUMENT HAS BEEN MADE THAT WE DON'T KNOW WHAT THE FUTURE COST WILL BE ON CERTAIN ITEMS LIKE PARK MAINTENANCE ON THE SPORTS COMPLEX.
BUT THAT ISN'T A LINE ITEM IN THE FY 26 BUDGET.
WE'RE BUDGETING FOR 26, NOT 28 OR 29.
WE HAVE AN ACCOUNT WHERE EXTRA MONEY GOES.

I'M PROUD OF WHAT WE'VE BEEN ABLE TO DO.
WE'VE MADE THE HUGE STRIDES OF THE CITY AND WE'VE BEEN ABLE TO DO IT WHILE LOWERING TEXAS.
I ENCOURAGE THE COUNCIL TO KEEP THAT GOING BY LOWERING THE RATE BELOW THE NO NEW REVENUE RATE AS TIME VOTES ARE CAST.

YOU KNOW, UH, I THINK IF I HAD MORE WORRY ABOUT THE STAFF IN THE STATE OF THE BUDGETING PROCESS, THEN I WOULD BE A LITTLE MORE CONCERNED ABOUT LOWERING IT.
I THINK WE HAVE HAD A SURPLUS EVERY SINGLE YEAR AND, UH, I, I MEAN, AS FAR AS I'M, I KNOW I DON'T, I HAVEN'T HEARD ABOUT ANYTHING, UH, IN THE CAPITAL IMPROVEMENT PLAN THAT WOULD BE IMPOSSIBLE TO FUND.

BUT FIRST, BEFORE WE CAN SCHEDULE THAT, UH, WE NEED TO DISCUSS YOUR NOVEMBER MEETING, WHICH IS ON THANKSGIVING AND YOUR DECEMBER MEETING, WHICH IS ON CHRISTMAS DAY.
UH, IF YOU WANT TO DISCUSS SOME OTHER DATES, WE CAN PENCIL THOSE IN AS WELL.
