COMMUNITY ANNOUNCEMENTS? AUBREY PEANUT FESTIVAL, OCTOBER 4TH[1. Discuss, consider and act on a Resolution regarding a proposed concrete batch plant facility to be located at 10400 Osburn Rd, Pilot Point, TX.]
NEW BUSINESS.CONSIDER AN ACT ON A RESOLUTION REGARDING REGARDING A PROPOSED CONCRETE BATCH PLANT FACILITY TO BE LOCATED AT TEN FOUR HUNDRED OSBORN ROAD, POWERPOINT, TEXAS MAYOR AND COUNCIL MEMBERS.
THE ITEM BEFORE YOU THIS EVENING IS YOUR CONSIDERATION OF A RESOLUTION OPPOSING THE PROPOSED 100 X CONCRETE BATCH PLANT AT 1/04/00 OSBORN ROAD.
IN PRI PILOT POINT, THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY HAS RECEIVED AN EXPEDITED APPLICATION TO, FOR AN AIR QUALITY PERMIT THAT WOULD AUTHORIZE THIS FACILITY TO PRODUCE UP TO 300 CUBIC YARDS OF CONCRETE PER HOUR AND OPERATE MORE THAN 2000 HOURS PER YEAR.
THE LOCATION OF THIS PLANT IS DIRECTLY ADJACENT TO AUBREY'S ULTIMATE GROWTH BOUNDARY AND A FUTURE MASTER PLAN NEIGHBORHOOD OF MORE THAN 800 HOMES.
PILOT POINT HAS ALREADY TAKEN FORMAL ACTION TO OPPOSE THE PROJECT AND TONIGHT'S RESOLUTION WOULD ALIGN AUBREY WITH THEIR POSITION.
THERE ARE SEVERAL CONCERNS REGARDING THE PLANT.
FIRST, THE HEAVY TRUCK TRAFFIC GENERATED BY THE PLANT WOULD OVERLOAD OSBORNE ROAD, WHICH IS ALREADY NARROW, TWO LANE ROADWAY, SUBJECT TO CONGESTION AND SAFETY ISSUES, AS WELL AS ROADS IN AUBREY THAT ARE ALREADY BURDENED BY INCREASED TRAFFIC.
SECOND, THE PROXIMITY TO EXISTING AND PLANNED RESIDENTIAL AREAS RAISES SIGNIFICANT QUALITY OF LIFE, UH, ISSUES FOR OUR CONCERNS FOR OUR CITIZENS.
THIRD, A LONG-TERM AIR QUALITY.
LONG-TERM AIR QUALITY IMPACTS FROM CEMENT AND AGGREGATE DUST, EVEN WITH ENHANCED CONTROLS, REMAIN A HEALTH RISK.
AND FINALLY, THE PLANT IS INCOMPATIBLE FOR FROM, UH, THE PLANT IS INCOMPATIBLE WITH RESIDENTIAL AND COMMUNITY GROWTH PLANS BY AUBREY AND PILOT POINT.
AUBREY WILL FORMALLY JOIN PILOT POINT IN VOICING THESE CONCERNS TO THE TCEQ, OUR STATE REPRESENTATIVES AND DENTON COUNTY OFFICIALS, ENSURING OUR COMMUNITY'S PERSPECTIVE IS PART OF THE STATE'S NEW STATE'S REVIEW PROCESS.
YOU SHOULD ALSO HAVE IN FRONT OF YOU A PAPER COPY OF A LETTER PEN BY STATE REPRESENTATIVE JARED PATTERSON SUPPORTING THE PILOT POINT RESOLUTION OPPOSING THE PLANT.
