AND IN ORDER TO, UM, MOVE FORWARD WITH THE ENTIRE PLAT TO BE ABLE TO FILE IT, WE NEED ALL OF THESE PROPERTIES BROUGHT INTO, UM, ONE CONSOLIDATED LOT.

SO WE'LL BE PULLING IN THAT, UM, 6.25 ACRES TO THE EAST OF THE, THE MAIN, UM, SCHOOL SITE INTO THE ZONING.

AND THEN THEY HAVE SOME PARCELS ALONG PINE RIDGE, INCLUDING PINE RIDGE AND, UM, WHAT'S LABELED AS THE WESTERN PARCELS.

SO THAT IS THE PURPOSE OF, UM, PUTTING THIS INTO ONE ZONING DISTRICT.

THE, THE ORIGINAL, UM, HIGH SCHOOL SITE IS OWNED SF 75.

SO WE'RE ADDING THESE PROPERTIES ON THE EAST AND WEST SO THAT THEY MATCH.

UM, JUST TO BE CLEAR, SOME USES AREN'T THAT BLACK AND WHITE IN THE ORDINANCE.

SO THE ADDITIONAL USES ARE OFFICE, A GARDEN CENTER WITH OUTDOOR STORAGE AND DISPLAY, UM, ONLY TO BE PERMITTED ON THE MCNAT ROAD FRONTAGE, UH, RESTAURANTS MEETING THE TABC REQUIREMENTS FOR FOOD AND ALCOHOLIC BEVERAGE SALES.

UM, THE DEVELOPMENT AGREEMENT, UH, WAS ADOPTED PRIOR TO OUR RECENT MODIFICATIONS TO THE ALCOHOL USES, SO THAT'S WHY YOU'RE SEEING THAT CALLED OUT THERE.

UM, AND THEN ALSO, UM, TIRE REPAIR SHOPS WITHOUT OUTDOOR STORES OR DISPLAY OF TIRES.

I JUST TOUCHED ON THE ALCOHOLIC BEVERAGE SALES AND USES.

AND THEN THERE ARE A NUMBER OF USES IN THE COMMERCIAL DISTRICT THAT SOME MIGHT CONSIDER, UM, NOT AS DESIRABLE.

UM, THESE ARE OUTLINED UP ON THESE SCREEN THAT YOU SEE, YOU KNOW, ITEMS SUCH AS MOTELS AND APARTMENTS, UM, TOBACCO SHOP, CAR WASHES, MINI WAREHOUSE MORTUARY, UM, RENTAL TRUCK WITH TRAILERS, UH, BECAUSE THIS IS AT A MAJOR INTERSECTION, A TWO SIX LANE DIVIDED THOROUGHFARES.

WE DO WANNA ENCOURAGE COMMERCIAL DEVELOPMENT, BUT, UH, BE ABLE TO REGULATE.

UM, PREFERRED USES THE SCHEDULE OF DISTRICT REGULATIONS.

THESE ARE SIMILAR TO A NUMBER OF THE OTHER PD PLAN DEVELOPMENT DISTRICTS.

UM, COMMERCIAL BASED ZONING THAT YOU'VE SEEN THROUGH YOUR DEVELOPMENT AGREEMENT PROCESS AS WELL AS THROUGH ZONING CASES.

AND WE DO PROVIDE FOR, UM, ADDITIONAL SETBACK REQUIREMENTS IF STRUCTURES, UM, MAY BE A A TWO STORY AND THE ADJACENCY TO A RESIDENTIAL ZONED PROPERTY.

THE TEXAS LEGISLATION THAT ALLOWS THE CITY TO PLEDGE ITS ADDOR TAXES AND THE NET REVENUES OF ITS UTILITY SYSTEM AND ALLOWS IT TO FUND A VARIETY OF ASSETS IN A SINGLE ISSUE.

AND THIS ISSUE, THERE'S GENERAL, UM, INFRASTRUCTURE OF 50 MILLION THAT WILL BE REPAID BACK BY A LEVY OF THE, UH, INS ADOR TAX AND 20 MILLION OF UTILITY FUND INFRASTRUCTURE THAT'LL BE PAID BACK BY THE NET REVENUES OF THE UTILITY SYSTEM.

THE ALL IN INTEREST COSTS I PRESENTED AT THAT TIME WAS A 5 27.

NOW I HAVE TO BE FAIR AND DISCLOSE THAT WE BUFFERED OUR INTEREST RATES AT, UM, AT, AT AT 25 BASIS POINTS TO MAKE SURE THAT OUR PLAN COULD WORK IN CASE IT INTEREST RATES WORKED AGAINST US.

BUT WHEN YOU TAKE OUT THE BUFFER, UM, WE WOULD'VE BEEN AT 5 0 2, UM, ON MAY, AND WE WERE AT 5% TODAY IN THE FINAL PRICING.

YOU KNOW, INVESTORS ARE LOOKING FOR COMMUNITIES NOT ONLY THAT HAVE HIGH RATINGS, BUT ARE EXPECTED TO BE STABLE OR GO FORWARD.

SO, UM, WE HAD A VERY, UH, SUCCESSFUL SALE.

UH, THE TRANSACTION THAT WE SOLD TODAY WAS THREE TIMES OVER SUBSCRIBED.

UM, AND WE WERE ABLE TO REDUCE THE PRICING DURING THE TIMEFRAME.

NOW WHAT'S THAT MEAN TO, UM, PEOPLE WE'RE TALKING ABOUT A FEW BASIS POINTS, BUT THE DIFFERENCE BETWEEN THE 5 27 AND THE 5% THAT WE ACTUALLY TALKED 27 BASIS POINTS MEANS THAT THE ACTUAL DEBT SERVICE IS 4.6 MILLION LESS THAN WHAT WE'VE, I SHOWED IN THE PLAN FINANCE ON THE DATE OF THE SALE, $184,000 FOR EACH YEAR.

SO, YOU KNOW, WE WORK HARD ON, ON YOUR BEHALF, YOUR STAFF WORKS HARD TO HAVE THE HIGHEST RATING, BE POSITIVE 'CAUSE INTEREST RATES MATTER.

AND, AND AGAIN, THIS SMALL AMOUNT, 27 BASE POINTS MEANS, UH, 4.6 MILLION IN SAVINGS OVER LIFE OF THIS TRANSACTION.

AND IMPORTANT THING I WANT TO INDICATE IS THAT, AND THIS IS THE MOST IMPORTANT THING THAT, UH, I WANTED TO SAY TO YOU COUNSEL AND, UH, AND TO YOUR CITIZENS AND TO THE PRESS, THAT, UM, BASED ON OUR, OUR, OUR PROJECTION GOING FORWARD AND GROWTH IN THE CITY AND WHAT'S TAKING PLACE FINANCIALLY, THIS DEBT ISSUE HAVE NO IMPACT ON YOUR INS TAX RATE.

AND WHAT MAKES UP THAT $293,000 NUMBER THAT YOU SEE, ONLY 38.75% IS BEING USED FOR THAT CALCULATION.

THAT DIFFERENCE OF ABOUT SIX POINT A HALF PERCENT OR SO, THOSE THAT WAS IDENTIFIED AS PART OF THE REFUNDING PROCESS LAST YEAR, THAT WAS TO BE MADE AVAILABLE FOR ADDITIONAL CITY PROJECTS.

UM, PAVILION CONSTRUCTION WAS OUR LOW BID AT THE AMOUNT OF $1,291,148 99 CENTS.

PAVILION CONSTRUCTION PROVIDED A LIST OF EXPERIENCE AND REFERENCES, UH, FOR THIS PROJECT WITH A SIMILAR SCOPE AND FEE.

WESTWOOD REACHED OUT TO TWO OF THESE REFERENCES AND CONFIRMED FAVORABLE EXPERIENCE WORKING WITH PAVILION.

UM, SO BASED ON THE INFORMATION THAT WE DO HAVE, UH, WE SEE NO REASON NOT TO AWARD THE CONTRACT FOR THE REFERENCED, UH, PROJECT PAVILION CONSTRUCTION, UH, IN THE AMOUNT OF $1,291,148 AND 99 CENTS.

UH, I'M NOT GOING TO GO THROUGH ALL THE LIME ITEMS. UH, I'M A BIG FAN OF, UH, MATERIALITY.

BUT WHAT I'D LIKE TO POINT OUT IS THAT EARLIER THIS YEAR, WE APPROVED A ECONOMIC DEVELOPMENTAL, UH, DEVELOPMENT STRATEGIC PLAN.

AND SO SINCE WE HAD THAT IN PLACE, IT MADE THE BUDGET PROCESS A LITTLE EASIER.

WE KIND OF HAD SOME GUIDEPOSTS THAT WE COULD, UH, WORK TOWARDS.

AND BASICALLY THE FOUR GOALS THAT THE PLAN CAME UP WITH THAT THAT KIND OF FRAMED THE BUDGET WAS, UH, WE WANNA START A, A BUSINESS ACCELERATOR PRO PROGRAM.

UH, MOST OF THE CITIES AROUND US, WHETHER IT BE DALLAS, FRISCO, MCKINNEY, DENTON, THEY ALL HAVE ONE OF THESE PROGRAMS. IT'S BASICALLY AN INCUBATOR PROGRAM WHERE YOU, UH, BRING IN ENTREPRENEURS OR, OR NEWLY STARTED BUSINESSES, AND IT'S A 10 WEEK PROGRAM WHERE THEY HAVE MENTORS AND SPEAKERS AND THINGS LIKE THAT.

SO IT'S USED TO KIND OF ACCELERATE, INCUBATE AND GROW BUSINESSES THAT WANNA STAY HERE.

THEY CAN BE A HOME-BASED BUSINESS, IT CAN BE A REGULAR BUSINESS, BUT, UH, WE THINK THAT'S A REALLY GOOD PROGRAM, ESPECIALLY SINCE EVERYONE ELSE DOES IT.

AND IT'S ONLY A $10,000 LINE ITEM, WHICH IS NOTHING.

AND THAT COVERS THE INSTRUCTORS AND MATERIAL, EVERYTHING.

UH, SO WE THINK THAT'S ALSO PRETTY GOOD USE OF, OF FUNDS, UM, PROPERTY AND DEVELOPMENT AS WE ACQUIRE BUSINESSES OR LAND AND, AND HELP THE CITY GROW AND AUGMENT THAT GROWTH, YOU KNOW, THAT'S GONNA, THAT FALLS UNDER OUR PURVIEW.

SO THAT'S PART OF THE, THE DEAL.

AND THEN THE LAST ONE'S PRETTY IMPORTANT.

UM, I'LL TALK ABOUT THE AMOUNT, WELL, IT'S 150,000 ITEM THAT WE'LL TALK ABOUT IT, BUT WE WANTED TO DO FEASIBILITY STUDIES BECAUSE WE'RE STARTING TO ENCOUNTER AS BUSINESSES AND OWNERS AND PROPOSED PEOPLE COME IN AND START TO TALK TO CHRISTINE AND, AND PEOPLE LIKE THAT.

WE REALLY DO NEED FEASIBILITY STUDIES WHERE WE CAN SHOW FUTURE POTENTIAL EMPLOYERS, UH, CONTRACTORS, WHATEVER.

A AND, AND, AND THIS WOULD BE ANYTHING FROM A HOTEL VIABILITY, FEASIBILITY OF A HOTEL, YOU KNOW, AT, AT ANY SIZE.

IT COULD HELP WITH THE, UM, AS WE DEVELOP THE SPORTS COMPLEXES, THAT WOULD BE A HOTEL, WHICH YOU CAN DO ALL KINDS OF OTHER THINGS, NOT JUST, UM, NOT JUST HOTELS.

IT COULD BE HEALTHCARE FACILITIES OR THINGS LIKE THAT.

AND THAT HASN'T BEEN IN THE BUDGET, BUT I, WE THOUGHT THAT WE'RE NOW TO THE POINT WHERE WE'RE GONNA NEED THAT CITY COUNCIL CAN USE IT AS WELL.

SO IT, IT'S JUST GONNA BE SOMETHING THAT ARE QUIVER THAT I THINK WILL BE REALLY HELPFUL.

UM, SO THAT'S WHERE THE MATERIAL ITEMS, WE CAN GO TO THE NEXT SLIDE.

UM, SO THE BIGGEST PART OF THE BUDGET, IF YOU ADD IT ALL UP, ABOUT HALF THE BUDGET, $550,000 IS FOR MATCHING GRANTS, MUNICIPAL PROJECTS, AND OTHER ECONOMIC INCENTIVES, WHICH IS BASICALLY WHAT THE MVD DOES.

AND SO, UM, THIS YEAR IT'S A LITTLE BIT MORE MONEY THAN IT WAS THE YEAR BEFORE, BUT AGAIN, WE'RE PROGRESSING AND, AND THE BOND PRESENTATION IS A GREAT PITCH FOR WHAT WE'RE DOING.

AND WHAT, WHAT WE CAN HELP DO IS AS THIS WAVE OF GROWTH COMES AND EVERYBODY GETS EXCITED, WE'RE HERE TO KIND OF HELP GUIDE IT A LITTLE BIT AND ALSO INCENTIVIZE IT IN CORRECT WAYS.

SO WE'VE INCREASED OUR BUDGET A LITTLE BIT IN THAT AREA AND WE DECREASED IT, UH, IN TERMS OF LIKE ABSOLUTE PROPERTY PURCHASES.

SO WE, WE TOOK MONEY OUT OF THAT AND PUT IT INTO THIS.

AGAIN, WE'RE, WE'RE LOOKING MORE AS A GROWTH ENGINE NOW AS JUST OPPOSED TO A CARETAKING UH, ENTITY.

UM, THE OTHER, THE OTHER THINGS THAT ARE, UM, IN THERE IS THE $180,000 FOR DEBT SERVICE FOR THE, UM, APPROVED DEVELOPMENTAL PROJECT.

UM, OTHER THAN THAT, EVERYTHING ELSE IS JUST KIND OF MARGINAL INFLATION ADJUSTED, MINIMAL, COUPLE THOUSAND DOLLARS HERE, PLUS AND MINUS GIVE AND TAKES.

SO, UM, IF WE GO TO THE LAST SLIDE, IF YOU LOOK AT THE PROJECTED INCOME OF TWO POINT OR 1.284, I'M SURE YOU ALL WENT TO PAGE 695 OF YOUR PRESENTATION PACKET WHERE IT SHOWED THE, UH, YEAR TO DATE BUDGET AND IT SHOWS THAT WE HAD A, UM, WE'RE ALREADY AT 1.3 MILLION FOR THE YEAR.

SO THE QUESTION IS WHY WOULD WE BE PROJECTING LESS INCOME NEXT YEAR THAN

THIS YEAR? UH, WE DID GET SEVERAL ONE TIME AUDIT BUMPS THAT WE GOT FOUR, UM, OF SEVERAL HUNDRED THOUSAND DOLLARS.

SO THE PROPOSED BUDGET IS ACTUALLY $120,000 HIGHER THAN THE RUN RATE OF REVENUE, EVEN THOUGH IT LOOKS LIKE IT'S A DECREASE BASED ON THE AGGREGATE AMOUNT.

SO I DID WANNA CLARIFY THAT.

UM, WE HAVE $3.8 MILLION IN THE BANK EVEN WITH INCREASING ALL THESE, UH, GRANTS AND, AND THINGS OF THESE, WHICH AGAIN, ARE CONTINGENT.

I MEAN, IT MAY HAPPEN, IT MAY NOT, BUT EVEN IF WE'D SPENT ALL THAT MONEY, WE'D STILL HAVE ALMOST AN $80,000 SURPLUS ON TOP OF OUR ONE, OUR $3.8 MILLION.

SO I THINK, UH, I LIKE, LIKE TO SAY THAT THE STAFF AND EVERYBODY DID A PRETTY GOOD JOB OF RE-ENGINEERING OUR THOUGHT PROCESS.

AND I THINK THAT IT DOES SHOW THAT WE'RE AUGMENTING WHAT THE GOAL IS OF THE COUNCIL AND OF THE CITY AND THE CITIZENS.

UH, FIRST AND SECOND FLOOR HAVE BEEN SHEET ROCKED.

UH, THEY'RE STARTING TO BRICK, THEY START ON THE BACKSIDE AND THEN THEY'LL WORK AROUND, UH, KIND OF COUNTERCLOCKWISE AROUND THE BUILDING.

SO IT'S STARTING TO TAKE SHAPE, UM, AND LOOKING VERY NICE.

UH, IF YOU STOP BY THERE AND GO INSIDE, YOU CAN REALLY SEE THE FOOTPRINT NOW WITH THE SHEET ROCK UP.

SO ALL THE ROUGH IN PLUMBING ELECTRIC HAS BEEN COMPLETED.

UH, ALL OF THE CONCRETE IS POURED WITH THE EXCEPTION OF THE PAD FOR THE GENERATOR AND SOME SIDEWALKS, UH, COORDINATION IS ONGOING WITH, UH, THE ARCHITECTURE FIRM FOR THE PARK.

UH, SO THERE'S, THEY'RE COORDINATING THE IRRIGATION AND, UH, PIPES THAT NEED TO GO UNDER SIDEWALKS AND THINGS LIKE THAT.

SO EVERYTHING'S MOVING ALONG SMOOTHLY THERE.

THEY'VE GIVEN US, UH, AN ESTIMATED COMPLETION DATE IN, UH, EARLY OCTOBER.

SO WE RECOVERED PRETTY QUICK.

AND THEN A FEW DAYS LATER, WE HAD CONTRACTOR START OVER AT THE FAULKNER TANK.

WE'RE LAYING THE LINE ON D STREET SO THAT THE PAVERS COULD BUILD A STREET ON TOP OF IT.

AND THEY SNAGGED THE PIPE THAT USED TO GO TO THE ORIGINAL ELEVATOR STORAGE TANK OVER THERE AND STARTED DRAINING THE WORLD.

BUT THE GUYS, AGAIN, THEY GOT THERE QUICK, CLOSED THE VALVE AND SAVED THE TANK.

AND SO THAT THEY'VE MADE A BIG DIFFERENCE, YOU KNOW, IN HOW QUICK THEY'VE REACTED.

AND, UM, WE'VE HAD A FEW SMALL LEAKS THAT MAYBE SOME OF 'EM HAVE BEEN LEAKING FOR A LITTLE WHILE, AND WE WENT AHEAD FIXED THOSE.

SO WE DON'T START OUT WHOLE, YOU KNOW.

BUT, UH, CONSTRUCTION WISE, WE'VE GOT, UM, AT THE WASTEWATER PLANT, WE GOT TWO SECONDARY CLARIFIER SLABS.

NOW, I THINK YESTERDAY MORNING THEY POURED

300 AND SOMETHING YARDS CONCRETE FOR THE SECOND ONE.

AND IT'S ACTUALLY STARTING TO COME OUTTA THE GROUND, YOU KNOW, FOR SO LONG.

YOU SEE THE DITCHES AND THE PIPES AND SO FORTH, AND THEY COVER THAT.

AND NOW THERE'S ACTUALLY A WASTEWATER PLANT STARTING TO COME OUTTA THE GROUND.

UM, THE, WELL, THEY, UM, HAVE THE COLUMN PIPE IN 16 INCH PIPE.

IT'S, IT'S ACTUALLY A WELL AND GROUND NOW A HOLE.

AND THE PRESSURE CEMENTED BETWEEN THE CASING AND THE THE GROUND.

SO, UM, NOW THEY'RE WORKING IN THE WATER SAND, THEY'RE ACTUALLY REAMING IT, GETTING READY FOR THE GRAVEL ON THE SCREEN.

SO THAT GOING REALLY WELL TOO.

UM, WE'VE GOT SIDEWALK AND PARKING LOT GOING IN, YOU KNOW, BEHIND CITY HALL AND FIRE STATION.

AND THAT'S ALL GONE REALLY WELL TOO.

THE GOOD CONTRACTORS AND EVERYBODY COOPERATING AND HELPING HAD TWO DOORS FOR A LITTLE WHILE AND NOW YOU'VE GOT THOSE BACK.

AND TWO MORE WENT OUT OF BUSINESS TODAY, , THEY, THEY POURED AGAIN, UH, THIS MORNING.
