I CERTAINLY DON'T HAVE TIME TO GET INTO EVERY SINGLE THING THAT WE DID THIS SESSION, BUT I DO WANT YOU TO KNOW SOME OF THE HIGHLIGHTS AS I SEE THEM, AND THEN WOULD BE MORE THAN HAPPY TO TAKE ANY QUESTIONS THAT YOU HAVE AT THE END, IF YOU HAVE ANY. THE BIGGEST THING GOING FOR US THIS SESSION WAS PROPERTY TAX RELIEF. THAT CONTINUES TO BE THE THING THAT WE HEAR MOST FROM PEOPLE HERE THROUGHOUT THE DISTRICT, NOT ONLY HERE IN AUBREY, BUT BUT IN CITIES ACROSS THE THE DISTRICT PROPERTY TAX RELIEF WAS THE BIGGEST DEAL THAT WE HAD GOING, AND WE APPROPRIATED $51 BILLION TOWARD PROPERTY TAX RELIEF THIS SESSION. PRACTICALLY A QUARTER OF OUR STATE BUDGET IS NOW GOING TO OFFSET PROPERTY TAXES THROUGHOUT THE STATE OF TAX THAT WE DON'T COLLECT AS A STATE. BUT THAT YOUR BASICALLY YOUR SALES TAX DOLLARS THAT YOU SPEND HERE IS NOW COMING BACK TO YOU THROUGH PROPERTY TAX RELIEF AND HOW WE'RE DOING THAT. AND WE'RE GOING TO NEED YOUR HELP ON THAT, BECAUSE WE'VE GOT SOME CONSTITUTIONAL AMENDMENTS COMING UP THIS NOVEMBER THAT WE'RE GOING TO NEED APPROVAL ON. BUT ONE OF THEM IS TO RAISE THE HOMESTEAD EXEMPTION FROM 100,000 TO 140,000 FOR MOST TEXANS. AND THEN WE'RE ACTUALLY RAISING THE HOMESTEAD EXEMPTION FOR SENIOR CITIZENS AND THE DISABLED FROM 110,000 TO 200,000. SO PRACTICALLY DOUBLING THE HOMESTEAD EXEMPTION FOR WHAT PEOPLE PAY ON THEIR SCHOOL DISTRICT PROPERTY TAXES, PRACTICALLY DOUBLING THAT FOR SENIORS AND DISABLED TEXANS. THAT MEANS 60% OF SENIORS WON'T PAY ANY PROPERTY TAXES TO THE SCHOOL DISTRICT. IN THE STATE OF TEXAS. THAT IS A BIG, BIG WIN FOR SENIOR CITIZENS IN THE STATE THIS SESSION. NOW, DON'T YOU KNOW THE SCHOOLS DON'T NEED TO BE WORRIED BECAUSE WE BACKFILL THAT WITH STATE DOLLARS? IT'S NOT LIKE THEY'RE JUST NOT GETTING THE MONEY. WE'RE BACKFILLING THAT. SO WE EXPANDED THE HOMESTEAD EXEMPTION THIS YEAR. WE'RE ALSO DOING MORE WHAT'S CALLED TAX COMPRESSION, WHICH IS PUMPING MORE MONEY INTO THE PUBLIC SCHOOL SYSTEM TO BUY DOWN THE PROPERTY TAX RATES. SO WE'RE GOING TO BUY THOSE PROPERTY TAX RATES DOWN ANOTHER 6.8 CENTS THROUGH TAX COMPRESSION. FROM MY FIRST TIME IN THE LEGISLATURE IN 2019. THE HOMESTEAD EXEMPTION WAS 25,000. NOW IT'S GOING TO BE 200,000 FOR SENIORS AND 140,000 FOR EVERYBODY ELSE. AND THAT PROPERTY TAX RATE THAT THE SCHOOL DISTRICTS CHARGE ON THEIR TAXES IS DOWN ABOUT $0.50 TOTAL SINCE I JOINED THE LEGISLATURE IN 2019. SO, I MEAN, IT IS A MASSIVE, MASSIVE BUDGET ITEM FOR US, BUT IT'S THE BIGGEST DEAL THAT WE HEAR ABOUT FROM PEOPLE. A FEW OTHER THINGS THAT WE DID THIS SESSION IS HUGE INFRASTRUCTURE INVESTMENTS AS IT RELATES TO WATER AND TRANSPORTATION INFRASTRUCTURE, ESPECIALLY WE KICKED OFF A MULTIBILLION DOLLAR WATER PLAN THIS SESSION, ABOUT $2.5 BILLION IN THE INITIAL FUNDS. BUT THIS IS A MASSIVE WATER PLAN. IT WAS. THEY CALLED IT THE WATER SESSION. THIS SESSION. WE'VE NEVER TALKED MORE ABOUT WATER THAN WE DID THIS SESSION. AND TEXAS IS PUTTING OUR MONEY WHERE OUR MOUTH IS ON THAT. AND THAT GOES TO ALL SORTS OF THINGS. FIXING LEAKY PIPES IMPORTING WATER FROM OTHER STATES IS SOMETHING THAT THEY'RE LOOKING AT. [00:35:04] DESALINIZATION CERTAINLY, YOU KNOW, TRYING TO BRING IN MORE WATER FROM EAST TEXAS. THAT'S A BIG BATTLE BECAUSE THE EAST TEXAS REPS, THEY DON'T WANT TO GIVE UP THEIR LAND. AND I UNDERSTAND THAT. BUT WE WE KIND OF CALLED DIBS ABOUT 50 OR 60 YEARS AGO ON SOME SPOTS WHERE, YOU KNOW, WE'RE GOING TO BUILD LAKES EVENTUALLY. AND SO THAT'S A BIG BATTLE FOR US. BUT IT WAS DEFINITELY THE WATER SESSION THIS YEAR. AS IT RELATES TO OUR PUBLIC SCHOOLS IN TEXAS WE SAW AN $8.5 BILLION INCREASE IN OUR PUBLIC SCHOOL FUNDING THIS SESSION, THE LARGEST INCREASE IN THE HISTORY OF THE STATE OF TEXAS FOR PUBLIC SCHOOLS, JUST IN HOUSE DISTRICT 106 ALONE, THE SCHOOL DISTRICTS THAT OVERLAP IN THE HD 106 ARE GOING TO SEE JUST SHY OF $108 MILLION, $108 MILLION IN NEW ANNUAL REVENUE FOR OUR SCHOOLS HERE IN HD 106. THAT IS A BIG, BIG DEAL. TEACHERS AND SMALL SCHOOLS ARE GETTING AN $8,000 PAY RAISE THIS NEXT SCHOOL YEAR. TEACHERS AND BIGGER SCHOOLS ARE GETTING A $5,000 PAY RAISE. TEACHERS ARE SMALLER, SCHOOLS MAKE LESS. SO WE KIND OF HAVE MORE MORE GROUND TO MAKE UP THERE. SO THAT'S WHY THEY'RE GETTING A BIGGER PAY RAISE. OBVIOUSLY A BIG, BIG DEAL THIS SESSION FOR US. ONE OF THE BIG BILLS THAT WE THAT WE PASSED THIS SESSION WAS WHAT WE BELIEVE IS THE STRONGEST BILL IN THE NATION PREVENTING HOSTILE FOREIGN NATIONS FROM OWNING TEXAS LAND IS SB 17, CARRIED IN THE HOUSE BY REPRESENTATIVE COLE HEFNER. WE WANTED TO PREVENT FOLKS THAT WERE FOLKS AND ORGANIZATIONS THAT ARE CONTROLLED BY GROUPS LIKE CHINA, IRAN, NORTH KOREA, RUSSIA TO BE ABLE TO BUY UP OUR FARMLAND. WE'VE SEEN HUNDREDS OF THOUSANDS OF ACRES OF FARMLAND BEING BOUGHT UP SPECIFICALLY BY CHINA THROUGHOUT THE NATION. WE HAVE SEEN FORMER CHINESE GENERALS BUY UP LAND NEXT TO DYESS AIR FORCE BASE AND OTHER AREAS IN THE STATE OF TEXAS THAT WE VIEW AS A THREAT HERE IN TEXAS. AND SO WE PASSED SB 17, WHICH ALLOWS US TO DIVEST THEM OF THEIR PROPERTY THAT THEY BOUGHT AND TO BE ABLE TO HANDLE THAT SITUATION, ALSO PROVIDE SOME PENALTIES RELATED TO IF YOU SELL LAND TO ONE OF THESE HOSTILE FOREIGN NATIONS, YOU KNOW, OR ALLOWS THE ATTORNEY GENERAL TO INVESTIGATE AS IT RELATES TO THAT ISSUE. SPECIFICALLY, I PASSED A BILL RELATED TO HOSTILE FOREIGN NATIONS BEING INVOLVED IN OUR INFRASTRUCTURE, NAMELY THE ELECTRIC POWER GRID UPPING THE PENALTY FROM $25,000 TO $1 MILLION FINE. IF A UTILITY OR ANYONE WORKING AT THE UTILITY INSTALLS COMPONENTS FROM ONE OF THOSE HOSTILE FOREIGN NATIONS ON OUR GRID, TRYING TO PROTECT OUR INFRASTRUCTURE AS MUCH AS WE POSSIBLY CAN HERE IN THE STATE OF TEXAS.
