SHE ASPIRES TO GET HER MASTER'S DEGREE IN A SUBJECT RELATED TO HER CURRENT JOB FIELD.

IN HER FREE TIME, SHE ENJOYS GOING TO THE GYM AND SPENDING TIME WITH HER DOG.

HE AND ABIGAIL SHARED THEIR LIVES WITH A LIVELY GROUP OF PETS, INCLUDING THREE DOGS, RYDER, BAYLOR, AND TROUBLE, AND THREE CATS.

SHE WENT TO SAM HOUSTON STATE UNIVERSITY IN HUNTSVILLE, TEXAS.

SHE OWNS A BACHELOR OF SCIENCE IN CRIMINAL JUSTICE AND A BACHELOR OF SCIENCE IN PSYCHOLOGY.

SHE BEGAN HER LAW ENFORCEMENT CAREER IN 2014 AS A CORRECTIONAL OFFICER AT THE DENTON COUNTY SHERIFF'S OFFICE.

WHILE WORKING FULL-TIME ON NIGHT SHIFT, SHE PUT HERSELF THROUGH THE POLICE ACADEMY.

AFTER GRADUATION, SHE JOINED THE AUBREY POLICE DEPARTMENT IN FEBRUARY, 2018, AND LEFT IN 2021 TO EXPLORE A LARGER DEPARTMENT IN GROW AS AN OFFICER.

FOUR SHORT YEARS LATER, SHE'S RETURNED HOME.

WE'RE VERY HAPPY ABOUT THAT, BRINGING WITH HER A WEALTH OF KNOWLEDGE AND EXPERIENCE.

SHE HOLDS AN ADVANCED PEACE OFFICER CERTIFICATE, IS ARAD CERTIFIED, AND A MENTAL HEALTH OFFICER AND A HOSTAGE NEGOTIATOR.

HER LONG TERM GOALS INCLUDE BEING A BETTER LEADER, MENTOR FOR THE GROWING DEPARTMENT, AND EVENTUALLY WORKING IN THE CRIMES AGAINST PERSON HOMICIDE INVESTIGATION DIVISION.

CAMILLA HAS BEEN MARRIED FOR 23 YEARS TO HER HIGH SCHOOL BEST FRIEND EDUARDO, AND THEY HAVE THREE MAGNIFICENT CHILDREN, ERICA, LAURA, AND MIGUEL, AND A STEPDAUGHTER VERONICA.

IN ADDITION, THEY HAVE MISCHIEVOUS GREAT PYRENEES, PIT BULL NAMED GHOST AND, UH, WHITE LAB MESSY, WHO IS OBSESSED, OBSESSED WITH ANY PHYSICAL ACTIVITY ONE CAN PROVIDE.

ON JANUARY 22ND, 2025, AT APPROXIMATELY 11 O'CLOCK IN THE MORNING, ONE OF OUR POLICE OFFICERS WAS INVOLVED IN A PHYSICAL ALTERCATION WITH A SUSPECT IN THE 4,100 BLOCK OF FARM TO MARKET ROAD 4 28.

THE SUSPECT HAD BEEN OBSERVED DRIVING RECKLESSLY ON WEST SHERMAN DRIVE IN MAIN STREET AND AUBREY, WHICH IS AN AREA HEAVILY TRAFFICKED BY RESIDENTS AND COMMERCIAL VEHICLES.

THE SUSPECT WAS OBSERVED TRAVELING AT DANGEROUS SPEEDS, PLACING MANY INNOCENT PEOPLE IN DANGER.

THE SUSPECT FAILED TO PULL OVER FOR SEVERAL MINUTES, THEN DECIDED TO STOP AND EXIT HIS VEHICLE.

AFTER THE INITIAL CONTACT WITH HIS SUBJECT, THE SUSPECT DECIDED TO GET BACK INTO HIS VEHICLE.

AND THAT'S WHEN THE OFFICER REALIZED THAT HE HAD TO DO SOMETHING TO KEEP HIM FROM GETTING BACK IN HIS CAR.

HIS MAIN TWO CONCERNS WERE IF HE HAD A WEAPON IN THE VEHICLE, OR IF HE WOULD GET BACK ON THE ROAD AND CONTINUE TO PUT INNOCENT PEOPLE IN DANGER.

SO HE ENGAGED WITH THE SUSPECT ALONE ON 4 28 FAR WEST INTO TOWN, TWO CITIZENS DRIVING PAST MR. KURT STROM AND MR. RICKY GRAY STOPPED TO INQUIRE IF HE NEEDED ASSISTANCE.

AND WITH THEIR ASSISTANCE, THEY WERE ABLE TO REMOVE THE SUSPECT FROM THE VEHICLE AND PLACE ONE HAND IN A HANDCUFF.

BUT THE SUSPECT CONTINUED TO RESIST.

IT WAS NOT UNTIL SEVERAL POLICE OFFICERS ARRIVED THAT THEY WERE ABLE TO SAFELY SECURE THE SUSPECT.

OFFICER MUSA, WHO WAS THE OFFICER BY HIMSELF, AND THESE TWO GENTLEMEN CAME TO HIS AID, SAID, DUE TO THE COURAGE, FEARLESSNESS, AND BRAVERY OF MR. STROM AND MR. GRAY, HE WAS ABLE TO GO HOME THAT NIGHT WITH NO INJURIES AND THE SUSPECT WAS UNABLE TO ESCAPE AND POSSIBLY INJURE PEOPLE.

SO I'M VERY PROUD TO ASK MR. HARA AND MR. GRAY TO COME FORWARD.

THIS SLIDE IDENTIFIES WHAT A ROADWAY ROADWAY IMPACT FEES ARE.

IT'S ESSENTIALLY A TOOL THAT MUNICIPALITIES CAN USE TO HELP FUND ROADWAY IMPROVEMENTS OR INFRASTRUCTURE BASED ON TRAFFIC GENERATED BY FUTURE DEVELOPMENT AND TYPICALLY ASSIST ONLY ON NEW, UH, NEW DEVELOPMENT.

THE ROADWAY IMPACT FEES ARE IN THE STATE STATUTES.

LOCAL GOVERNMENT CODE CHAPTER 3 9 5.

AND THIS IS JUST A SNAPSHOT OF THAT, UH, CHAPTER.

I'LL GO INTO THE, THE BRIEF METHODOLOGY ON HOW WE UPDATED THE ROADWAY IMPACT PHASE.

WE START WITH THE SERVICE AREA, GO INTO THE 10 YEAR LAND, USE ASSUMPTIONS THAT GET APPROVED, 10 YEAR CAPITAL IMPROVEMENT PLAN, IDENTIFY THE SERVICE UNIT AND HOW THE PORTION OF THE CAPITAL IMPROVEMENT PROGRAM, UH, SERVES THE 10 YEAR GROWTH.

AND THEN THE CALCULATION OF THE IMPACT FEES.

ESSENTIALLY, THERE ARE TWO SERVICE AREA.

ONE, AS YOU CAN SEE IS IN THE YELLOW.

AND THE SERVICE AREA TWO IS ON THE SOUTHEAST SIDE THAT'S IDENTIFIED IN THE BLUE.

SO THE ROADWAY IMPACT FEE HAS TWO SERVICE AREA IN AUBERY.

OF COURSE, THERE ARE LOTS OF NUMBERS HERE, BUT ESSENTIALLY WHAT'S IN GREEN IS THE VEHICLE MILES ADDED IN THE NEXT TWO YEARS BETWEEN 2024 AND 2034 FOR EACH SERVICE AREA.

AND THEN THE OTHER THING IS THE PORTION OF THE ULTIMATE VEHICLE MILES THAT ARE IN THAT.

EACH OF THESE, UH, SERVICE AREA FOR SERVICE AREA ONE AND 10 IS THE BOTTOM.

YOU CAN SEE THAT IN THE NEXT 10 YEARS.

IN SERVICE AREA ONE, WE ARE ADDING ABOUT 28% OF ULTIMATE.

AND IN SERVICE AREA TWO, IT'S ABOUT 33%.

AND OF COURSE, BASED ON THOSE PROPORTIONS, THE COST OF THOROUGHFARE ATTRIBUTED TO THE GROWTH OVER THE NEXT 10 YEARS IS IDENTIFIED FOR EACH OF THESE TWO SERVICE AREAS, TOTALING INTO ABOUT $22.8 MILLION.

SO AS WE SAID, THE TWO SERVICE AREA, THE MAXIMUM ROADWAY IMPACT FEE IS THE ELIGIBLE THIRD COST ATTRIBUTE TO GROWTH FOR THAT SERVICE AREA THAT WE JUST SAW IN THE PREVIOUS SLIDE, DIVIDED BY THE TOTAL GROWTH IN THE EQUIVALENT SERVICE UNITS IN THAT PARTICULAR SERVICE AREA.

UH, AS YOU CAN SEE, THERE WAS AN INCREASE IN ASSETS AND CAPITAL ASSETS DUE TO THE, UM, DEVELOPMENT WITHIN THE CITY.

UH, YOUR DEFERRED OUTFLOWS OR RESOURCES DID INCREASE, BUT THIS WAS DUE, UM, MAINLY TO THE REFUNDING OF THE PAID BONDS.

UH, THE LIABILITIES INCREASED AS WELL, CORRESPONDING TO THE INCREASE IN CASH, UM, WITH THE $47 MILLION IN DEBT ISSUANCE.

BUT 29 MILLION OF THAT WAS, UM, TO REFUND, UH, JACKSON RIDGE BONDS.

UM, AND THEN YOUR DIVERTED INFLOW RESOURCES DID NOT CHANGE, AND THIS IS RELATED TO YOUR PENSION AND OPE AND THAT RESULTED IN A 13 MILLION, $13.3 MILLION INCREASE IN YOUR OVERALL, UM, NET POSITION OR ABOUT 70%.

UH, THE INCOME STATEMENT SIDE OF THAT.

UM, ALL OF YOUR, THE, UH, REVENUES INCREASED IN, IN RELATION TO EXPENDITURES ALSO INCREASING.

UM, HOWEVER, THE TOTAL REVENUES INCREASED MORE THAN, UM, THE EXPENDITURES DUE TO, UH, THE CAPITAL PROJECTS BEING, UH, CREATED AND THE ASSETS BEING CREATED.

AND SO THOSE GET, UH, EXPENSED OVER TIME.

UM, AS YOU CAN SEE, IT'S STEADILY INCREASED IN REVENUES AND AS WELL AS THE EXPENSES.

UM, THIS YEAR THOUGH, WE HAVE AGAIN, AN OVERALL INCREASE IN THE GENERAL FUND OPERATING EQUITY OF 3.8.

UH, THIS IS A PIE GRAPH OF THE GENERAL REVENUE BY, UM, FUNCTION.

AND, UM, MAINLY IT, THE INCOME IS FROM PROPERTY TAXES AND SALES TAXES AND CHARGES FOR SERVICE, UH, AND LICENSE FOR PERMIT.

AND THEN INTEREST IN EARNINGS AND OTHER REVENUE MAKE UP A VERY SMALL PERCENTAGE OF THAT.

UH, GENERAL FUND EXPENDITURE IS FOR 2024.

UM, THIS IS IN ALIGN WITH PREVIOUS YEARS AS WELL.

UM, PUBLIC SAFETY TAKES A, A LARGE PORTION OF IT AND THEN DEVELOP, FOLLOWED BY DEVELOPMENT, PLANNING AND ADMINISTRATIVE.

UM, AND THEN THE OTHER PORTIONS ARE LESS THAN 5% YOUR UNASSIGNED BALANCE.

THIS IS THE, UM, PORTION THAT THE COUNCIL, UM, CAN ASSIGN EITHER FOR FUTURE PROJECTS.

UM, TYPICALLY, UH, 30%, UM, IS A HEALTHY FUND BALANCE.

AND AS YOU CAN SEE OVER THE PAST COUPLE YEARS, IT IS, UM, INCREASED.

AND THIS, UM, LEAVES YOU AT A 72% UNASSIGNED BALANCE.

I THINK WE HIT A 40 YEAR HIGH, UH, 2022 AROUND, UH, ON THE CPI.

PRICES WENT UP, SO PUMPS, UH, CHEMICALS, UM, SO THAT IS STILL COMING TO FRUITION.

UH, THOSE PRICES HAVE STAYED PRETTY HIGH.

AND THE SAME WITH WAGE INFLATION.

UH, A MAJOR DRIVER OF SOME OF THE EXPENSES, UH, WHICH I WILL GET INTO, UH, WITH IN DETAIL, IS THE, UH, $50 MILLION IN DEBT WE ISSUED FOR THE WASTEWATER TREATMENT, PLANT EXPANSION AND REHAB.

THIS IS NOT REALLY DRIVING THE INCREASES, AS YOU'LL SEE.

UM, WE HAVE IMPACT FEES TO HELP OFFSET THAT COST.

UM, BUT WHAT IS DRIVING THAT IS THAT WAGE INFLATION BEING ABLE TO HAVE, UH, RELIABLE SERVICE AND BEING ABLE TO TAKE CARE OF OUR LINES AND HAVE AN ASSET MANAGEMENT PROGRAM.

SO AN ASSET MANAGEMENT PROGRAM WILL HELP KEEP SERVICE, UM, ONLINE.

AND IT ALSO WILL HELP, UM, WITH RENEWAL AND REPLACEMENT.

UM, AND ALSO HELP WITH, UH, MAYBE CCTV, BLESS YOU, UH, TO, TO BASICALLY TAKES A CAMERA IN THERE AND LOOKS AT THE PIPES, MAKE SURE YOUR SYSTEM'S, UM, THERE'S NO LEAKS OR ANYTHING.

SO, UM, ALSO VALVE AND HYDRANTS AND MAINTENANCE RENEWAL.

UM, I KNOW ONE OF THE BIGGEST CONCERNS ABOUT THIS WASTEWATER TREATMENT PLAN IS HOW ARE WE GONNA AFFORD IT? WELL, HERE IS AN EXAMPLE OF WHAT'S HAPPENING IS WE'RE TAKING THAT ADDITIONAL DEBT SERVICE THAT'S COMING ON IN 2025 OF 1.8, AND IT, IT EVENTUALLY GOES TO, UH, 2.7 AT THE END THERE.

AND WE'RE USING THOSE IMPACT FEES IN THE SECOND LINE.

AND REALLY THAT LAST LINE IS THE TOTAL DEBT SERVICE AFTER TRANSFERS.

SO WE'RE OFFSETTING A LOT OF THAT DEBT SERVICE WITH IMPACT FEES, BUT WE HAVE TO BE CAREFUL.

WE CAN'T RELY ON THOSE TOO HEAVILY.

SO WE'RE REALLY CONSERVATIVE BECAUSE IF GROWTH SLOWS DOWN AND WE'RE RELYING ON THOSE TO MEET OUR COVERAGE, UH, WE'RE NOT GONNA MEET OUR COVERAGE.

SO THAT'S WHAT WE REALLY WORKED WITH STAFF TO, TO TRY TO SMOOTH THAT OUT AND MAKE SURE WE WERE REALLY, UM, CONSERVATIVE WITH THAT.

SO THIS PLAN REALLY DEPENDS ON IMPACT FEE GROWTH AND, AND I HIGHLY SUGGEST THAT YOU MONITOR THAT EVERY YEAR THAT GROWTH IS, IS COMING AS EXPECTED.

UH, RECOMMENDATIONS.

SO, UH, WE RECOMMEND, UH, AN INCREASE OF 3% FOR FISCAL YEAR 25.

AND THAT WOULD BE STARTING IN MAY 1ST.

UM, SO, UH, THAT WOULD TAKE PLACE AND IT'S ACROSS THE BOARD FOR WATER AND WASTEWATER.

AND FOR FISCAL YEAR 2025 AND 26, WE RECOMMEND A 5% INCREASE.

WE ALSO RECOMMEND A SENIOR RATE.

SO REDUCTION IN YOUR FIXED CHARGE, THAT'S YOUR MONTHLY BILL, NO MATTER IF YOU USE WATER OR NOT.

IT'S, UM, THIS HELPS OFFSET MAYBE A LOW USER OF A SENIOR THAT DOESN'T USE AS MUCH WATER.

UH, AND THE IMPACT OF THAT REALLY ANNUALLY IS ONLY $50,000.

SO NOT A WHOLE LOT, UH, IS WHAT WE, UH, WERE ABLE TO RUN THE NUMBERS I TALKED ABOUT IMPACT FEE REVENUE.

THE NEXT RECOMMENDATION IS A THREE YEAR PHASE IN OF AMERICAN WATERWORKS ASSOCIATION.

UM, RECOMMENDED METER CAPACITY RATIOS.

SIMPLY SAID, THE LARGER METEOR METER YOU HAVE, THE, THE LARGER YOUR FIXED CHARGE SHOULD BE BECAUSE THE UTILITY HAS TO MEET THAT DEMAND RIGHT AWAY.

AND SO THESE RATIOS ARE BASED ON HOW MUCH GALLONS THAT METER CAN PUMP.

I WOULD SAY ACROSS THE COUNTRY.

'CAUSE UH, TELS WORKS ACROSS THE COUNTRY.

WE DO ANALYTICS ON A LOT OF UTILITIES.

I WOULD SAY ABOUT 60 TO 75% OF UTILITIES CHARGE BASED ON METER SIZE.

BUT WE DON'T WANNA DO IT RIGHT AWAY.

WE WANNA WORK OUR WAY INTO IT.

SO THIS IS A RECOMMENDATION THAT COUNCIL CONSIDER IN 26 THROUGH 28 A PHASE IN OF THOSE, UH, FIXED CHARGES.

SO SAY I HAVE A 10 INCH METER, I'M NOW ONLY CHARGED $40 AND 37 CENTS.

UH, ANYTIME THAT YOU HAVE TO DO A TEACHING EXAM FOR THE STATE, YOU HAVE TO PROVIDE THEM WITH PROOF OF ADDRESS IN THIS FORM OF A STATE ID OR DRIVER'S LICENSE.

AND WE'VE, WE'RE ON THE LAST TEST, BUT IT'S, IT'S SCHEDULED TO THE POINT NOW THAT IF THIS ADDRESS GETS CHANGED, THEN SHE WILL NOT BE ABLE TO CATCH THIS ROUND OF TESTS.
