TONIGHT, THE TPCA IS MADE UP OVER OF OVER 1100 PROFESSIONAL POLICE CHIEFS ACROSS TEXAS, ALL DEDICATED TO IMPROVING THE QUALITY OF POLICE SERVICES.
TONIGHT, I'M HERE TO PRESENT THE AUBREY POLICE DEPARTMENT WITH A CERTIFICATE OF RE, RE-ACCREDITATION FOR MAINTAINING COMPLIANCE WITH TEXAS LAW ENFORCEMENT'S BEST BUSINESS PRACTICE PROGRAM FOR THE LAST FOUR YEARS.
A FEW YEARS AGO, TPCA CREATED THE ACCREDITATION PROGRAM FOR TEXAS LAW ENFORCEMENT.
MANY OF YOU MAY BE FAMILIAR WITH ACCREDITATION PROGRAMS FOR SCHOOLS AND UNIVERSITIES.
THESE PROGRAMS ENSURE HIGH STANDARDS, AND OURS IS NO DIFFERENT.
IT'S A VOLUNTARY PROGRAM WHERE AGENCIES MUST DEMONSTRATE THEY MEET OR EXCEED 173 CHALLENGING STANDARDS.
THE STANDARDS ARE BASED ON TEXAS LAW AND COURT DECISIONS AND BEST PRACTICES.
THE STANDARDS COVER AREAS LIKE USE OF FORCE, PROTECTION OF CITIZENS' RIGHTS, VEHICLE PURSUITS, PROPERTY AND EVIDENCE MANAGEMENT, PATROL, OPERATIONS, CRIMINAL INVESTIGATIONS.
IN SHORT, IT COVERS NEARLY EVERY ASPECT OF LAW ENFORCEMENT.
THIS PROGRAM HAS BECOME THE GOLD STANDARD FOR PROFESSIONAL LAW ENFORCEMENT IN TEXAS, AND AGENCIES ACROSS THE STATE ARE WORKING HARD TO MEET THESE STANDARDS.
ABOUT FOUR YEARS AGO, THE AUBREY POLICE DEPARTMENT FIRST ACHIEVED ACCREDITED STATUS.
THE DEPARTMENT HAD TO CONDUCT A FULL AUDIT OF ITS POLICIES, PROCEDURES, AND OPERATIONS TO MEET THESE HIGH STANDARDS.
SINCE THEN, AUBREY HAS SUBMITTED ANNUAL REPORTS TO ENSURE THEY CONTINUE MEET, TO MEET THE STANDARDS AND DELIVER EFFECTIVE POLICE SERVICES TO THE COMMUNITY.
THIS JANUARY, TRAINED ASSESSORS, POLICE CHIEFS, AND COMMAND OFFICERS FROM ACROSS THE STATE CAME AND INTERVIEWED STAFF INSPECTED FACILITIES, AND MET WITH OFFICERS TO ENSURE COMPLIANCE WITH ALL THE STANDARDS.
THEIR REPORT WAS REVIEWED BY THE ACCREDITATION COMMITTEE AND MADE UP OF NINE.
THE COMMITTEE MADE UP OF NINE POLICE CHIEFS WHO UNANIMOUSLY HAVE VOTED TO RE REACCREDITED STATUS.
THIS MEANS AUBREY POLICE DEPARTMENT HAS ONCE AGAIN PROVEN THAT IT MEETS OR EXCEEDS THE BEST PRACTICES FOR LAW ENFORCEMENT IN THE STATE.
OUTTA MORE THAN 2,800 LAW ENFORCEMENT AGENCIES IN TEXAS, ONLY 213 HAVE EARNED ACCREDITED STATUS, AND EVEN FEWER HAVE BEEN RE-ACCREDITED.
SO WHAT DOES THIS MEAN FOR YOUR COMMUNITY? IT ASSURES BOTH CITY MANAGEMENT AND THE CITIZENS OF AUBREY THAT THEIR POLICE DEPARTMENT IS OPERATING IN LINE WITH TEXAS LAW ENFORCEMENT'S BEST PRACTICES.
IT SHOWS THE DEPARTMENT IS STRIVING FOR PROFESSIONAL EXCELLENCE, AND IT MEANS AUBREY POLICE DEPARTMENT IS ONE OF THE BEST IN THE STATE.
WHILE THE CERTIFICATE IS A SYMBOL OF THE PROFESSIONAL EXCELLENCE, THE REAL VALUE LIES IN THE HARD WORK THE DEPARTMENT PUT INTO EARNING THIS.
THE DEPARTMENT WILL CONTINUE SUBMITTING ANNUAL REPORTS TO MAINTAIN THE COMPLIANCE, AND IN FOUR YEARS, WE'LL BE BACK FOR ANOTHER ASSESSMENT.

ALL MUTUAL BONDS ARE PRICED AGAINST 70 D.

SO IF WE LOOKED AT THE CITY'S AA RATING, WE'D LOOK AT AND SAY, OKAY, WHAT'S AA BOND TODAY TRADING, UH, IN THE SPREAD ON EACH MATURITY AGAINST MMD, WHETHER YOU'RE AAA OR A RATED, BUT ON NON-RATED BONDS AND THESE PIT LAND SECURED BONDS, WE LOOK AT THAT SPREAD.
AND TO GIVE YOU A FEEL THAT THE CHEAPEST, UH, THE LOWEST SPREAD THAT WE'VE EVER DONE FOR THE CITY PRIOR TO THIS BOND SALE WAS 200 BASIS POINTS.
AND IF YOU REMEMBER THAT PROJECT, UM, WHEN WE BROUGHT IT FORWARD, IT HAD ALL THE INFRASTRUCTURE COMPLETE.
THEY ACTUALLY, UH, HAD CONTRACTS TO BUILD HOMES, AND IT INSPECTED A VERY QUICK BUILD OUT.
AND DURING THE TIME, WE HAVE HAS ASSISTED THE CITY ISSUED PIT BONDS.
ORIGINALLY, IT STARTED AT ABOUT 250 SPREAD AS, UH, INVESTORS UNDERSTOOD OUR TEXAS MARKET, UM, AND SAW THE DEPTH AND BREADTH OF OUR HOME ABSORPTION AND GOT MORE FAMILIAR WITH IT, THEY BROUGHT IT DOWN.
WE STARTED AT TWO 20 VERSUS THE 200.
'CAUSE THIS IS A VERY LARGE PROJECT.
THERE'S NO CONSTRUCTION THAT'S TAKEN PLACE.
IN FACT, THEY'RE GONNA USE THIS MONEY TO DO CONSTRUCTION.
IT'S A LITTLE BIT MORE LEVERAGE THAN SOME OF THE OTHER TRANSACTIONS WE'VE DONE.
SO WHEN WE TALKED TO UNDERWRITER, THEY SAID, IT'S GONNA BE EFFICIENT, BUT IT'LL BE EFFICIENT AT ABOUT 220.
UM, SO THAT'S WHERE WE STARTED.
UM, BUT TODAY, THIS YOU'LL SHOW THAT, UM, WHEN WE WENT TO THE MARKET TODAY, WE WERE AT 180 BASIS POINTS.
WE ACTUALLY, UM, THE OVERALL AUBREY VERY WELL PERCEIVED.
THE BONDS THAT YOU, UH, HAVE SOLD PREVIOUSLY ON THESE DISTRICTS HAVE MADE THEIR INVESTORS MONEY BECAUSE PRICES HAVE COME DOWN ON BONDS.
AND SO WE STARTED TARGETING AT 180 POINTS.
AND THEN YOU'LL SEE THAT, UM, THROUGH THE SUCCESSFUL SALE TODAY, WE WERE ABLE TO LOWER THE YIELDS.

BUT AGAIN, THIS IS A VERY EFFICIENT SALE FOR THIS PROJECT.

IF YOU LOOK AT OUR COMPARABLES ON THE PRICING, NOBODY WAS AT 180.
OUR THOUGHT IS, IN THE WAY I BELIEVE IN NEGOTIATING IS THAT WE TRY TO BE AGGRESSIVE AND SEE WHAT WE CAN ACCOMPLISH.

AND THAT FOUND THE EQUILIBRIUM POINT WHERE ENOUGH INVESTORS STOOD ON AND WANTED THE BONDS, THEY COULD SELL THEM, BUT THE ONES THAT DROPPED OFF, THEY DROPPED OFF.
UM, AND SO WHAT DID THAT MEAN? THAT MEANS EVEN IN THE PRICING TAG, BY SUCCESSFUL PRICING, THEY SAVED, UM, ANOTHER $584,000 IN P AND I, ANOTHER 43 POINT, UM, $42 PER HOME.
SO ON THIS PRO PROJECT, UM, FROM WHEN WE ORIGINALLY STARTED, UM, WE HAD A TRANSACTION THAT WAS ACCEPTABLE TO THE MARKET.
THE DEVELOPER WOULD'VE GOT US 23.2 MILLION, BUT THE INTEREST RATES WERE PUSHED DOWN, UM, BY THE INDUSTRY, BY, BY THE SUCCESS OF OUR, OUR COMMUNITY.
AND THEN TODAY, A VERY SUCCESSFUL PRICING ALLOWED US TO PUSH IT DOWN.
SO THE NET IMPACT WAS THAT FROM THE ORIGINAL OFFERING DOCUMENT AND PRELIMINARY SERVICE ASSESSMENT PLAN THAT WAS PRESENTED.
AND WE WERE DIRECTED TO GO, ALLOWED TO GO FORWARD TO MARKET 7 MILLION, $300,000 LESS IN TOTAL DEBT SERVICE.
AND ULTIMATELY, THE HOMES, EACH INDIVIDUAL HOMEOWNER IS REDUCED BY 400, 500 AND AND 42, UM, DOLLARS PER YEAR.
AND THE IMPORTANT THING IS THAT DEVELOPER STILL GETS HIS 23.2 MILLION.
SO AS I WAS TALKING WITH MICHAEL AND, AND LEANNE AND CHARLES TODAY, THAT IN THIS CASE, BECAUSE WE HAD IT FULLY FUNDED, ANYTHING THAT WE COULD DO TO REDUCE COST, REDUCE COST TO THE HOMEOWNER FOR YOU.
AND SO, UM, THERE WAS A BIG PUSH TO DO THAT.
IN OTHER CASES WHERE WE DON'T FUND ALL THE INFRASTRUCTURE, YOU KNOW, INTEREST RATE MIGHT AFFECT WHAT PERCENT OF FUNDING HE RECEIVES.
BUT IN THIS CASE, WE STARTED OUT, UM, FULLY FUNDING IT.
UM, THE DEVELOPER'S VERY PLEASED.
UM, HE'S GOT HIS FULL FUNDING AND THE ASSESSMENTS ARE LESS THAN HE ANTICIPATED FOR HIS HOME TO HELP HIM SELL.
AND SO IT'S, IT WAS A VERY SUCCESSFUL TRANSACTION.
UM, UM, TO GIVE YOU A FEEL, UH, THE ESTIMATED BUILD OUT OF THE 448 LOTS IS ABOUT $450,000.
UM, THE, UM, GROSS CAPITAL LEVY WILL BE ABOUT 4,868.
WE HAVE A TOURS OFFSET THAT WE'VE GRANTED THEM.
THE, UM, NET LEVY WILL BE ABOUT 3,866 HOURS.

THE OTHER THING THAT CHAPTER 3 95 IDENTIFIES IS THAT ANY ROADWAY, ANY ROADWAY IMPACT FEES THAT ARE COLLECTED MUST BE USED WITHIN SIX MILES OF WHERE IT IS, WHERE IT WAS COLLECTED, WHERE IT WAS OBTAINED.

WELL, UH, WE'RE CLEARING EASEMENTS AND SHOULD MOBILIZE IN MARCH.
UH, THERE'S A LITTLE DELAY IN GETTING STARTED.
WE'RE HAVING TROUBLE GETTING AN EASEMENT THAT WE NEED.
UH, THE PARKS, OUR MAIN STREET, UH, BEAUTIFICATION IS, IS GETTING THERE.
