UH, SO IN JANUARY CITY COUNCIL MEETING, THE ORDINANCE 8 8 9 DASH 25 WAS APPROVED. UM, THIS ESTABLISHES STAGGERED TERMS FOR BOARD MEMBERS. UM, ESTABLISHES ALTERNATE MEMBER SEATS AND AMENDS THE PROCEDURE FOR THE REMOVAL OF BOARD MEMBERS AND FILING VACANCIES. UM, SO THIS SHOULD BE IN FRONT OF YOU AND THIS IS GONNA SHOW YOU, UH, YOUR CURRENT PLACE. AND THIS WILL ALSO GIVE YOUR, UM, YOUR TERM EXPIRATION DATE. UM, SO IF Y'ALL HAVE ANY QUESTIONS ON THAT, PLEASE LET US KNOW. WE'LL GO INTO THE SECOND POINT REGARDING THE REQUEST FROM AUBREY AREA YOUTH SPORTS, UH, RELATED TO FIELD MAINTENANCE. UH, SO WE HAD RECEIVED A REQUEST FROM A-A-Y-S-A TO ENTER INTO A CONTRACT FOR THE CITY TO PROVIDE FUNDING SLASH MAINTENANCE ASSISTANCE WITH SPORTS FIELDS. UM, AT THIS TIME, A-A-Y-S-A UTILIZES FIELDS OWNED BY AUBREY, ISD. UH, SO STATE LAW AND TEXAS CONSTITUTION, UM, ONLY ALLOWS THE CITY TO SPEND FUNDS FOR PUBLIC PURPOSES ON PUBLIC PROJECTS AND CITY PROPERTY. THE CITY CANNOT LEGALLY EXPEND FUNDS WHETHER DIRECTLY THROUGH EXPENDITURE OF MONEY OR INDIRECTLY BY COMMITTING THE TIME OF PAID EMPLOYEES OR CONTRACTORS FOR THE BENEFIT OF A PRIVATE ORGANIZATION OR FOR THE IMPROVEMENT OF PRIVATE PROPERTY. UH, SO JUST WANTED TO GIVE YOU AN UPDATE ON THAT REQUEST SO YOU CAN REPORT BACK TO A-A-Y-S-A, UM, AS REGARDS TO THAT REQUEST. UM, AND YOU CAN RECEIVE AN UPDATE AND HAVE A DISCUSSION REGARDING THE PART CONCEPT FOR THE DUCK POINT DEVELOPMENT AS THE TUCK POINT DEVELOPMENT AGREEMENT. UM, WE'LL DEDICATE A CITY PARK TO THE CITY OF AUBREY, UM, WITHIN THAT DEVELOPMENT AGREEMENT, UM, THEY ARE PROVIDING A PARKING LOT SUFFICIENT AREA TO ACCOMMODATE 15 PARKING SPOTS. UM, EIGHT FOOT WALKING TRAIL, UM, SHADE STRUCTURE, TWO SPORTS FIELDS. UM, AND THIS IS WHAT WAS AGREED UPON WITHIN THE DEVELOPMENT AGREEMENT. UM, WE ARE WANTING TO DISCUSS TODAY IF THERE'S ANY ITEMS THAT YOU THINK WE MAY WANT TO TRY TO INCLUDE, UH, WITH THAT PARK. UM, THERE'S NO GUARANTEE THAT THE DEVELOPER WILL INSTALL THOSE ITEMS, UM, AS THEY'RE NOT REQUIRED TO. THEY'RE ONLY REQUIRED AS TO WHAT IS IN THE DEVELOPMENT AGREEMENT. HOWEVER, WE CAN PROVIDE A WISHLIST AND SEE IF THEY MIGHT ADD SOME OF THOSE ITEMS. UM, SO WITH THAT BEING SAID, WE JUST WANTED TO DISCUSS AND SEE IF THERE WAS ANYTHING ADDITIONAL TO WHAT THEY ARE PROVIDING THAT WE MAY THINK WOULD BE A BENEFIT TO THE PARK. THIS IS GONNA BE THE NEIGHBORHOOD THAT'S GONNA BE NEAR SANDBROOK, CORRECT? 1385 FROM THERE. OKAY. HOW MANY ACRES DOES THAT SAY? PAGE THREE. [00:05:03] YOU SAID THEY WERE PROVIDING 15 PARKING. UM, SO THEY'LL SUBMIT A CONCEPT, UM, AND THEN AFTER THE CONCEPT, THEN THEY'LL GO INTO CONSTRUCTION OR BUILDING THE, THE PLANS AT THAT TIME. IF THERE'S SOMETHING THAT WE KNOW THAT WE WANT TO ADD, UM, USUALLY THEY'LL WORK WITH US AND RESERVE THE SPACE. UM, YOU KNOW, WE'RE GONNA ADD A BATHROOM AT ONE OF THE OTHER PARKS, SO THEY'RE GONNA GO AHEAD AND MAKE THE WATER AND SEWER TAPS FOR US, SAVE US A SPOT FOR OUR BATHROOM SO WE COULD, UM, ADD ADDITIONAL PARKING PLACES, UM, ADD A LITTLE PLAY AREA, YOU KNOW, WHATEVER WE, WE THINK THAT WE NEED TO ADD IN THIS AREA, UM, TO ACCOMMODATE OUR OUR MASTER PLAN, PARKS MASTER PLAN. AND WHAT IS THE, THE, I GUESS, TIMEFRAME AGAIN FOR US TO GET THOSE CONCEPTS AND WELL, THEY HAVE, UM, TWO YEARS TO BUILD IT. UM, I ANTICIPATE THAT, UM, THEY'LL TAKE A YEAR TO BUILD IT. SO I WOULD THINK THAT WE, WE SHOULD START SEEING CONCEPT AND FIRST ROUND OF PLANS WITHIN THE NEXT SIX MONTHS. IS THIS, IS THIS DEVELOPMENT, IS THIS LIKE, UH, JUST THE FIRST UH, SECTION OR IS LIKE THAT THAT'S ALL UP AT THAT POINT? THIS IS ALL OF IT. IT'S JUST ONE PHASE. THAT'S ONE PHASE. MM-HMM . BUT THAT'S THE, WHAT THEY'RE DEDICATING FOR THE ENTIRE DEVELOPMENT. YES. RIGHT. IT ACTUALLY EXCEEDS, UH, THE REQUIREMENT OF THE ORDINANCE. WE HAD ASKED FOR THAT ADDITIONAL, UM, FLOODPLAIN AREA. UM, WE'RE TRYING TO OBTAIN AS MUCH AS THAT AS WE CAN BASED ON OUR MASTER PLAN. UH, SO WE CAN GET CONNECTING TRAILS ALL THE WAY FROM THAT PART OF TOWN ALL THE WAY OVER TO THE GREEN BELT. THAT WAS MY MAIN THING. I LIKED THAT THEY TALKED ABOUT TRAILS 'CAUSE I WOULD LOVE TO FIND WAYS TO MAKE SURE WE CAN CONNECT ALL OF THE TRAILS, ESPECIALLY WITH THE, THAT WILL EVENTUALLY BE THREE NEIGHBORHOODS OVER THERE THAT ALL HAVE SEPARATE TRAILS. SO IF WE CAN FIND A WAY TO LIKE, CONTINUE WITH THAT SO THEY CAN CONTINUE WITH THE MASTER PLAN AND ALL CONNECT, THAT WOULD BE GREAT. RIGHT. UM, OUR GIS UH, DEPARTMENT, OUR ONE EMPLOYEE IS WORKING ON PUTTING THAT MAP TOGETHER. UM, SO AS WE TALK WITH DEVELOPERS, UM, WE KNOW WHAT PIECES WE NEED. UM, WE'VE GOT A PRETTY GOOD CONNECTION ALREADY FROM 3 77 ON OVER. UM, THIS'LL BE ANOTHER PIECE THAT HELPS AND THEN WE'LL BE ABLE TO FILL IN, IN BETWEEN. UH, SO THE FIELD CADDY CORNER TO THE, UH, POLICE DEPARTMENT, ALSO KNOWN AS WILSON FIELD IS WHAT WE CALL IT, UM, IS AN AREA THAT WE ARE LOOKING TO DO A COMMUNITY MARKET BUILD ON. UM, WESTWOOD HAS PROVIDED US A, UH, CONCEPT PLAN FOR THAT. UM, AND SO LEMME GET RID OF THAT REAL QUICK. UM, THIS IS THE CONCEPT THAT THEY HAD PROVIDED TO US. UM, YOU CAN NOTICE THIS STRUCTURE RIGHT HERE THAT'S GOT THE RED DOTS AROUND IT. UM, THIS IS ACTUALLY GOING TO BE A PARKING LOT. UM, THAT'S ONE OF THE ASK THAT WE HAD TO THE ENGINEER. UM, BUT ESSENTIALLY THIS IS GONNA HOUSE OUR COMMUNITY MARKET AND ALSO, UM, A COUPLE OF LARGER PARKING LOTS, UM, FOR WHENEVER WE DO HAVE EVENTS. UH, AND THEN YOU CAN SEE AT THE NORTH SIDE OF THE PROPERTY, WE DO ALSO HAVE THE COMMUNITY GARDENS, THE, UH, GARDEN SHED. UM, SO THIS IS THE CONCEPT PLAN THAT THEY'D HAD COME UP FOR US. UM, IT INCLUDES STRUCTURES FOR PERMANENT, UH, TENT RENTAL. UM, FOR ANY VENDORS WHO ARE LOOKING TO, UH, NOT BRING THEIR OWN TENT, THEY COULD HAVE A, A COVERED SPOT. UH, AND THEN WE'LL ALSO HAVE A PRODUCE, PRODUCE STAND IN THE, UH, SOUTHWEST, UH, AREA OF THE, OF THE PROPERTY.
